About this file

This file is an Affidavit of Eligibility form issued by the City of Lubbock, Texas Purchasing and Contract Management Department for local bidder consideration in procurement decisions. The form applies to the City of Lubbock's pest control services contract opportunity at Southeast and Northwest Water Reclamation Plants, with service areas extending up to 25 miles outside city limits. Bidders seeking local business consideration must submit the completed affidavit to Marta Alvarez, Director of Purchasing and Contract Management, at 1314 Avenue K, Floor 9, Lubbock, TX 79401. The affidavit requires bidders to provide their local business name, address within city limits, principal place of business location, number of City of Lubbock residents employed, year business was established locally, reseller permit information if applicable, information regarding multiple Texas office locations, and documentation of business and real property tax payments to the City of Lubbock.

The City of Lubbock operates under Texas Local Government Code 271.9051, which permits the municipality to award contracts to local bidders whose bids are within five percent of the lowest bid price from non-resident bidders, provided the governing body determines in writing that the local bidder offers the best combination of contract price and additional economic development opportunities. This preference applies to construction services contracts under $100,000 and other purchases under $500,000. The provision does not apply to telecommunications or information services. Bidders must submit complete affidavits, as incomplete submissions may be rejected. False information submitted intentionally to qualify for eligibility results in a one-year prohibition from bidding on City of Lubbock products and services. Authorized signatures and certification under penalty of perjury are required.
