About this file
This is a Special Solicitation Instructions and Conditions document (Exhibit B) for Solicitation No. 2098066 issued by the Dallas Area Rapid Transit Authority (DART) seeking a qualified contractor to provide turnkey Software as a Service (SaaS) management for the McKinney Urban Transit District (MUTD) shared ride/on-demand service. The solicitation requests a comprehensive operational solution for ADA microtransit services, including technology integration, fleet management, customer service, and compliance with federal and local regulations. Specific response requirements include technical and price proposals submitted electronically via the DART Supplier Portal (https://dart.bonfirehub.com), with proposals limited to 150 pages plus an optional two-page introductory letter. The document specifies detailed proposal sections addressing firm qualifications, staff qualifications and staffing plans, comprehensive work plans with operational and administrative procedures, system performance standards, and cost proposals. Evaluation will be conducted by the Contracting Officer or a designated Selection Committee, with technical proposals characterized as "Acceptable," "Potentially Acceptable," or "Unacceptable," and the Authority reserving the right to request clarifications, oral presentations, or best and final offers before making an award determination.
The solicitation employs a weighted scoring methodology totaling 1,000 points: technical acceptability accounts for 700 points (including firm qualifications at 150 points, staff qualifications at 150 points, work plan at 300 points, and system performance at 100 points), while price represents 300 points scored on the lowest responsive bid formula. Offerors must submit all line items with pricing; failure to price all items results in rejection of the entire proposal. The Authority reserves the right to reject materially unbalanced offers containing unreasonably high or low unit prices. Successful contractors must demonstrate financial capacity through submission of three years of audited financial statements, possess experience with similar ADA microtransit or transportation services, provide evidence of technology capability equivalent to or exceeding the Go Pass App platform, and meet performance standards including average service wait times of 30 minutes or less, shared ride travel times no exceeding 2 times direct drive time, and customer satisfaction ratings of at least 80% willing to recommend the service. All subcontractors and subconsultants must be identified and listed with complete contact information and certified demographic data. The Authority reserves the right to conduct site visits to validate submitted material resources, investigate offeror qualifications, and award contracts based on initial proposals without discussion if deemed appropriate.
