About this file

This is an Addendum 1 to the bidding documents for the Township Maintenance Facility Addition Project issued by Longswamp Township, Berks County, Pennsylvania, in cooperation with the project engineer Hanover Engineering Associates, Inc. The project involves constructing a 30-foot by 160-foot addition to the existing Township Maintenance Facility located at 102 Longsdale Drive, Mertztown, PA 19539. The work is divided into three separate contracts: Contract 1 covers Building and Site Work, Contract 2 addresses Electrical Components, and Contract 3 includes Mechanical Components. Sealed proposals must be submitted online via the PennBid Program by October 12, 2026, at 1:00 p.m. prevailing time, with public opening at the Township Engineer's Office. A non-mandatory pre-bid conference is scheduled for September 25, 2026, at 9:00 a.m. at the maintenance facility, and final questions are due by October 2, 2026. Contract 1 includes 28 base bid items plus contingency items covering mobilization, demolition, excavation, foundation and slab work, structural steel framing, masonry walls, roof assembly, garage doors, windows, painting, and site drainage systems. Work is anticipated to commence on or about April 1, 2027, with substantial completion in 120 days and final completion in 150 days.

Each proposal must be accompanied by a bid bond, certified check, or acceptable security equal to 10 percent of the total base bid. Bids remain effective for 60 calendar days from the opening date unless extended due to financing approval delays. All bidders must submit non-collusion affidavits, statements of qualifications, certifications of non-segregated facilities, and nondiscrimination clauses as required. The project is subject to Pennsylvania Prevailing Wage Act conditions, and contractors must include these requirements in all subcontracts. Unit price items for Contract 1 range from rock excavation and earth excavation to concrete slabs and miscellaneous materials, with contingency items identified for potential unforeseen conditions. An Add Alternate 1 for a concrete generator pad may be included in the award at the Owner's discretion based on bid prices received. Complete bidding documents, including contract forms, specifications, and drawings, are available through the PennBid bonfire hub project page.
