IUID Data Labels
PERFORMANCE WORK STATEMENT
1. Procurement Objective
This procurement is for the establishment of an indefinite delivery / indefinite quantity (IDIQ) contract for purchasing Item Unique Identification Data Labels, hereafter referred to as IUID Data Labels, and IUID Data Label Processing and Management Services for the U.S Air Force.
2 Introduction
The Item Unique Identification Program is an initiative of the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD [AT&L]) and is being administered for the Air Force by the Air Force Automatic Identification Technology Program Management Office (AF/AIT/PMO), Wright Patterson AFB.
The government proposes to award an IDIQ contract for this requirement. Following award of the IDIQ contract, the Government will place orders for the required items and services as needed. The estimated order ceiling will be approximately 7.2 million IUID Data Labels over a 5 year period. Proposals that fail to comply with the requirements of these instructions will be considered to be non-responsive.
3. Background:
3.1 Government Mission
The Department of Defense (DoD) must uniquely identify tangible items to provide for better asset accountability, valuation, and life cycle management.
The mission of the Air Force Automatic Identification Technology Program Management Office (AF/AIT/PMO) is to manage the tangible assets of the Air Force. One of the performance objects of AF/AIT/PMO is to positively identify and track the location and movement of all tangible assets (goods and equipment).
3.2 Air Force Purpose of this Solicitation
The purpose of this Performance Work Statement (PWS) is to define the requirement for processing requests, producing, supplying, and managing inventory control and accountability of IUID Data Labels. The primary object of this solicitation is to engage a contractor to furnish an IUID Data Label Processing and Management Service and supply IUID Data Labels, thus enabling the Air Force to meet IUID requirements.

ITSS Solicitation # 5TS57070224
3.3 Project History
Item Unique Identification (IUID) is the set of data for tangible assets that is globally unique and unambiguous, ensures data integrity and data quality throughout the life cycle, and supports multi-faceted business applications and users. IUID provides the opportunity to differentiate an individual item from all others throughout the DoD supply chain, commencing with acquisition and terminating with disposal or reutilization.
The Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (OUSD [AT&L]) has issued policy guidance for use of IUID within the Department. The policy establishes a strategic imperative for uniquely identifying tangible items relying to the maximum extent practical on international standards and commercial item markings and while not imposing unique government data requirements. The Air Force will comply with this guidance.
The Air Force Unique Identification Program has been established to manage and implement developing policy disseminated by the OSD (AT&L). The IUID program began as one of DoD's solutions for addressing non-compliance issues associated with the Chief Financial Officers' Act of 1990. This act calls for improved financial management, item accountability and cost reduction, and emphasizes results-oriented management. IUID provides DoD with the capability for enhanced total asset visibility, improved lifecycle item management and accountability, and clean financial audits. In summary, it allows the DoD to identify individual assets at any time throughout the lifecycle and provides the means to relate them to their historical engineering and logistics support data. The July 29, 2003 OUSD (AT&L) policy memorandum and subsequent memoranda mandate IUID on all DoD solicitations issued on or after January 1, 2004.
Tangible assets subject to IUID labeling include:
• All delivered items for which the Government's unit acquisition cost is
$5,000 or more.
• Items for which the Government's unit acquisition cost is less than $5,000, when identified by the requiring activity as serially managed, mission essential, or controlled inventory.
• When the Government's unit acquisition cost is less than $5,000 and the requiring activity determines that permanent identification is required.
• Regardless of value, (i) any DOD serially managed subassembly, components, or part embedded within a delivered item and, (ii) the parent item (as defined in DFARS 252.211-7003(a)) that contains the embedded subassembly, component or part.
In response to this requirement, the Air Force is executing a multi-phased approach to comply with the IUID policy mandate issued by OUSD (AT&L) in a memorandum dated 23 Dec 04, which directs all Military Departments to apply IUID policy to qualifying legacy items. The Air Force seeks to implement a standardized IUID Data Labeling Strategy in conjunction with IUID implementation.
C - 5 of 25
The IUID Data Labeling Strategy calls for the implementation of an aggressive “seek and mark” process for labeling legacy items and the establishment of a “just in time” label production and placement process integrated into the standard maintenance cycle. Outsourcing the production of IUID labels will augment the ongoing organic label production process and will free resources to allow the Air Force maintenance to concentrate on its core area of expertise; repairing and operating weapon systems.
4. Scope
4.1 General Scope of Work
The contractor will provide the IUID Data Labels, and IUID Data Label Processing and Management Services per the following purchase description and statement of work provisions. The IUID Data Labels, and IUID Data Label Processing and Management Services shall be commercial off-the-shelf (COTS) items. The IUID Data Label Processing and Management Services and the manufacture and delivery of IUID Data Labels shall be a turn-key operation planned and executed by the Contractor. All components and all costs associated with this requirement shall be included in the item prices proposed by the Contractor and accepted by the government as stated in the contract and on individual IUID Data Label requests. This requirement will be implemented in two phases as described in Paragraphs 8.1 and 8.2, below.
4.2 Resources
Under this contract, unless otherwise stipulated, the Contractor shall furnish all resources to deliver services and items described herein. The Contractor shall be responsible for managing and overseeing the activities of all contractor personnel, as well as subcontractor efforts used in performance of this effort. The Contractor’s management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective contract performance in accordance with the requirements contained in this performance work statement.
4.3 Placement and Management of Work
The Contractor shall perform all work at the Contractor’s place of business.

Government employees shall have access to this system to make IUID Data Label requests and receive request receipt confirmations and other reports (see paragraph 7.3).
4.4 Customers
The customer and recipient of all items and services delivered under this contract is the Department of Defense (DoD). Customers include DoD organizations, worldwide, that have items mandated for marking.

7.2 Objective 2 – IUID Data Label Processing and
Management System - Requests
The Government needs worldwide access from Government and military instillations to an IUID Data Label Request Processing and Management System to facilitate the purchase of IUID Data Labels and have them quickly delivered to locations within the Continental United States for Project Phase 1 and to locations worldwide for Project Phase 2. Ideally, the Government desires this system to have the following attributes.
7.2.1 IUID Data Label Processing and Management System Request
Attributes
7.2.1.1 Communication Medium - The requesting method shall be compatible for use over the Internet (i.e., web-based interface). [Email can be used during Phase 1 prior to web-based availability.]
7.2.1.2 Self-Service - The web-based requesting method shall be a requestor “self-service” system.
7.2.1.3 Request Execution - The web-based method for making IUID
Data Label requests must be relatively simple, straight forward, and easy to execute.
7.2.1.4 Requestor Training - The web-based requesting method
should require minimal requestor training and ideally require no formal requestor training. The Contractor shall provide training materials that will include an online ordering procedure manual.
7.2.1.5 Part Data Submission for Data Plate Creation – The web-based requesting method shall have a file transfer capability so large quantities of IUID Data Label request item data can be easily sent to the Contractor. (Note: This will be the primary method of information submission when a large
C - 12 of 25
ITSS Solicitation # 5TS57070224 Contract GS05T08BMD0010 quantity of IUID Data Labels are requested.) This capability will allow for the attachment of machine readable text or excel spreadsheet reports. The Contractor will be responsible for integrating the attachments into the web application for request processing. The web-based requesting method shall also have an online form or similar means for manually entering item data when making an IUID Data Label request.
Ideally, this requesting method shall prompt the requestor on how to complete each entry on the request form and will provide easy access to helps and explanations, if required.
These can be in the form of an IUID Data Label processing instruction or procedure manual. The help screens or manuals shall guide the user through the process of making and monitoring IUID Data Label requests. These manuals shall be available online, as an electronic down-loadable file, and in hard-copy format.
7.2.1.6 Interim IUID Data Label Request Process - The Government requires the Contractor to start processing IUID Data Label request 15 days after award of the IDIQ CONTRACT. The Contractor shall provide an interim manual request process if the web-based requesting method is not available at that time (see paragraph F.3.2).
7.2.1.7 AIT PMO Authorization of IUID Data Label Requests – For phase 1, the requesting method shall provide a way for the AIT PMO to authorize IUID Data Label requests prior to Contractor request processing. In phase II, AIT PMO authorization is not required.
7.2.1.8 The contractor shall provide weekly reports of the Asset UID
Data to the AIT PMO on ordering and IUID Data Label request activities for both Phase 1 and Phase 2. (See para. 7.3.2 for a complete description, and Section F for delivery information.)
7.2.1.9 Purchase Authorization for IUID Data Labels – The
Contractor’s web-based request method must be able to support the following Delivery Order and IUID Data Label request processes.
7.2.1.9.1 During Phase I, military activities with IUID Date Label requirements shall provide funding to GSA for the estimated number of data labels needed. GSA will execute an order against the IDIQ contract in response to each funded request. Order information, including funds obligated, will be uploaded to the web-based interface by the Contractor. Authorized Government personnel will subsequently make IUID Data Label requests against their respective order using the interim manual or web-based requesting method, inputting the necessary asset biometric information. The value of
C - 13 of 25
ITSS Solicitation # 5TS57070224 Contract GS05T08BMD0010 each IUID Data Label request will be subtracted from the remaining balance on the order until the funds are expended. The web-based requesting method must be able to track expenditures and halt IUID Data Label requests once the order ceiling has been reached.
7.2.1.9.2 During Phase II, requesting military activities will have two options for placing orders against the IDIQ contract and requesting IUID Data Labels.
A. First, requesting military activities may use the process described in Paragraph 7.2.1.9.1, above by sending funds to GSA to place an order against the IDIQ contract.
B. Second, when a funded delivery order is unavailable, authorized Government Purchase Card or Impact Card holders may place orders and IUID Data Label requests simultaneously through the web interface/ up to the limits set forth in the ordering instructions of the IDIQ contract or Contracting Officer authorization, or the purchase limit of their Government Purchase or Impact card, whichever is less. The requesting method must be able to accommodate Government Purchase Card or Impact Card orders/requests and provide a report of card ordering activity (i.e. order information, card number, funding appropriation code).
7.2.1.10 Part/Item Registration Verification - The contractor shall compare part data received from the requester to part data existing in the DoD IUID Registry to avoid assigning multiple UIIs to any one part. The IUID application program interface interfaces with the DoD IUID Registry and is open to public use for querying the registry.
7.2.1.11 Delivery Times – The turn around time for an order will begin once the AIT PMO authorizes the IUID Data Label request for Phase 1 and once the IUID Data Label request is “submitted” to the Contractor through the Web-based requesting method for Phase 2. The requesting method must be capable of handling a range of IUID Data Label processing and delivery time frames based on the size and urgency of individual requests; from normal processing and delivery times to expedited processing and delivery times. Processing and delivery expectations are organized under a three tiered schedule.
Tier 1: 24 hour turnaround from the date of request. This tier will include up to –
