About this file

This is a Brand Name Justification and Approval (J&A) document for a Design-Build Construction project at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi. The Department of Veterans Affairs, Network Contracting Office (NCO) 16, is seeking to procure construction services for Site Preparation for Interventional Radiology Upgrade (Project No. 586-25-101, Acquisition ID 36C256-26-AP-0037) as a firm-fixed price contract with a VAAR construction magnitude between $2,000,000 and $5,000,000. The procurement will be awarded as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside competitive requirement.

The justification authorizes other than full and open competition under 41 USC §3304(a)(1) for seven brand-name construction materials and equipment required to ensure standardization and compatibility with existing facility systems. These items include: Johnson Controls HVAC Controls/BAS Monitoring (approximately 8 units plus 1 BAS monitoring system); Siemens Fire Alarm System (15 units); Vicon Valerus Security Cameras (3 units); Software House Physical Access Controls System (1 unit); Guldmann GH3+ Patient Lift System (1 unit); Liebert HVAC System for specialized radiology equipment (2 units); and Amico Ohmeda Medical Gas outlets (3 units). The justification cites standardization requirements, system integration needs, patient safety considerations, and cost efficiency as rationale. Market research was conducted by the Contracting Officer's Representative and confirmed by the CO. Offerors are responsible for locating suppliers, obtaining pricing from authorized brand representatives, and providing competitive proposals. The J&A was approved and certified by Contracting Officer Jennings Herbst on December 3, 2025.
