About this file

This is a construction project specifications document for the Veterans' Healthcare System of the Ozarks in Fayetteville, Arkansas, for the construction of a new water storage facility (Project 564-19-101). The project specifications are divided into 48 divisions covering general requirements, existing conditions, concrete, masonry, metals, thermal and moisture protection, openings, finishes, specialties, fire suppression, plumbing, HVAC, electrical, communications, electronic safety and security, earthwork, exterior improvements, and utilities. The work involves complete construction services including civil, structural, architectural, fire protection, plumbing, mechanical, electrical, security, and electronics work, along with demolition of existing structures. Multiple design and engineering firms are responsible for different sections: JohnsonDanforth & Associates (architect), Hodges Engineering (civil engineer), Brown Engineers LLC (electrical and mechanical), Crafton Tull & Associates (civil engineer for plumbing and HVAC), FP&C Consultants KC LLC (fire protection), GRW Engineers Inc. (security), and Bernhard (commissioning engineer).

The specifications establish detailed requirements for contractor performance including project scheduling using Critical Path Method (CPM) with monthly updates, comprehensive testing and commissioning of all systems, warranty management with specific response time priorities, phased execution coordinated with ongoing VA Medical Center operations, security procedures with restricted access and sensitive document controls, and extensive documentation including as-built drawings, photographic records, and operation and maintenance manuals. The contractor must maintain existing utility services throughout construction, provide temporary facilities as needed, and comply with all applicable federal, state, and local codes including VA standards, EPA, OSHA, NFPA, and NEC requirements. The period of performance is 330 calendar days from the Notice to Proceed, and the acquisition is set aside as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) contract with a requirement that at least 15 percent of contract performance costs for personnel be spent on SDVOSB employees.
