About this file
This is a construction specification document (Section 22 12 16) for an elevated potable-water storage tank facility at the Veterans Healthcare System of the Ozarks.
The project requires design, fabrication, construction, painting, disinfection, and testing of a multi-column elevated welded carbon steel water storage tank with a minimum 600,000-gallon capacity, 120-foot height to high water level, and maximum 36-foot operating head range. The contractor must demonstrate minimum five years of experience with at least five multi-column elevated tank installations and maintain an Experience Modification Rate below 0.75 and Total Recordable Incident Rate below 2.5 for the preceding three years, verified through insurance documentation and OSHA 300 Logs. The tank design must comply with AWWA D100, NFPA 22, ASTM A36/A36M, AISC 360, and IBC standards, incorporating environmental loads including 115 MPH wind speed, seismic design for moderate-low risk area (SS=0.175, S1=0.091), and 5 psf snow load. The structure includes a 48-inch diameter center riser with 8-inch supply and 12-inch distribution pipes, 8-inch overflow with weir, safety ladders and railings meeting OSHA requirements, two roof hatches, perimeter safety railing, mushroom vent, rigging lugs, protection shields, and FAA obstruction high-intensity lighting with monitoring system. Tank interior coating systems must use zinc/polyamine epoxy for wetted areas (22.5 mils minimum) and zinc/polyamidoamine epoxy for dry areas (10.5 mils minimum); exterior coating uses three-coat fluoropolymer system (10.5 mils minimum) in white with red trim per VA specifications. Additional systems include high/low water level alarms with Building Automation System integration, active tank mixing (Ixom/Medora Gridbee GS-9 or equivalent), and chlorine level monitoring with Hach CL 17 analyzer and programmable logic controller maintaining 1-2 ppm residual. All materials must meet NSF 61 and NSF 372 standards with less than 0.25% lead content, and the contractor must provide commissioning documentation, training, one-year warranty, and demonstrate system operability prior to demolition of the existing water storage tower.

SECTION 22 12 16
ELEVATED, POTABLE-WATER STORAGE TANKS
PART 1 - GENERAL
1.1 DESCRIPTION
A. An elevated steel water storage tank and tower, completed, including risers, piping, drains, materials, labor, equipment, interior and exterior painting, sterilization, water level monitoring, mixing, building automation system controls and interfaces, and all accessories as required for a complete working system.
B. A complete listing of all acronyms and abbreviations are included in
Section 22 05 11, COMMON WORK RESULTS FOR PLUMBING.
c. Scope: The Contractor shall be responsible for all labor, materials and equipment necessary for the design, fabrication, construction, painting, disinfection and testing of an elevated, welded carbon steel water storage tank supported by a series of supporting columns and cross bracing. This style of tank is commonly referred to as a “Multi-
Column” Tank. Design and construction of the Elevated Tank shall conform to all requirements of AWWA D100 Standard for Welded Carbon
Steel Tanks for Water Storage, except as modified by the requirements of these contract documents, and the American Iron and Steel (AIS) provisions apply to this project.
D. Qualification of Manufacturer
a. The design and construction of the “Multi-Column” elevated water storage tank shall only be undertaken by a Contractor with a minimum of five years experience with elevated tank construction. The Contractor must be able to demonstrate experience through the design and construction of at least five “Multi-Column” elevated water tanks. The
Contractor shall not subcontract the design or erection of the steel tank and supporting tower.
b. As providing a safe work environment is critical for this project, other contractors, and the community, to be approved to bid on this project, given the complexity, and risk associated with the work, all tank contractors are required to have an Experience Modification Rate
(EMR) below 0.75 and a Total Recordable Incident Rate (TRIR) below 2.5 for the last three (3) years. Bidders are required to verify the above requirement by providing with their proposal a statement from their
Construction Documents 05-05-2025
22 12 16 - 2 insurance carrier confirming the EMR requirement, and their last three
(3) years of OSHA 300 Logs to confirm the TRIR requirement.
E. Tank Details: The elevated tank shall be all-welded construction of the most economical design. All members of structural steel or of reinforced concrete shall be designed to safely withstand the maximum stresses to which they may be subjected during erection and operation.
a. The minimum operating capacity of the storage tank will be 600,000
US gallons.
b. The capacity of the tank, low water level to high water level, shall be contained within a maximum operating head range of 36 feet +/-
2.5 feet.
c. The height of the tank, top of foundation to high water level, shall be 120 feet.
d. Top of foundation elevation shall be 1,455.3 feet +/- above Mean
Sea Level (MSL)
e. The existing ground elevation is 1454.3 feet +/- above MSL
f. The finished ground elevation shall be 1454.3 feet +/- above MSL
G. The site plan drawings clearly indicate the approximate location of all known electrical lines, other utilities, and piping. The Contractor is responsible for coordinating with the VA when relocating or de-energizing any electrical or utility lines that may interfere with the safe construction of the foundations or other structure(s). In general, no overhead lines, or supports, shall pass or be located within 50 feet of any part of the structure or the footprint of the tank, except where otherwise shown in the drawings. A minimum vertical clearance of 15 feet shall be provided along any access routes.

For coating thickness at 20 mils and greater, a high voltage Tinker & Rasor AP/W holiday
Construction Documents 05-05-2025
22 12 16 - 10 tester shall be used. Contact coating manufacturer for voltage recommendations and curing parameters. All pinholes and/or holidays shall be marked and repaired in accordance with the manufacturer's printed recommendations and retested. No pinholes or other irregularities will be permitted in the final coating.

Holiday detection devices shall be operated in the presence of the VA.
7. Inspection: Inspection for this project shall consist of ‘hold point’ inspections. The VA, VA’s representative, or Third Party
Independent Inspector shall inspect the surface prior to abrasive blasting, after abrasive blasting but prior to application of coating materials, and between subsequent coats of material. Final inspection shall take place after all coatings are applied, but prior to placing the tank in service. Contractor will insure that sufficient rigging is in place so that the VA, VA’s representative, or Third Party Independent Inspector shall be able to conduct the required inspections.
