Summary of Green Stormwater Infrastructure Landscape Maintenance QVL Solicitation
This is a Qualified Vendor List (QVL) solicitation document from the City of Tucson, Arizona, administered by Tucson Water, for specialized landscape and maintenance services supporting the City's Green Stormwater Infrastructure (GSI) Storm to Shade Program. The solicitation seeks qualified contractors to maintain GSI assets on public property, including inlets, outlets, earthworks (basins, berms, and swales), and associated vegetation. Seven service groups are offered: Routine GSI Landscape and Structure Maintenance, Certified Herbicide Application, Rainwater Harvesting Cistern Maintenance, Consultation/Outreach/Instruction/Data Collection, GSI Reconstruction, Manual or Truck Watering, and Irrigation System Oversight and Repair. Contractors may apply for one or more service groups and must reference their specific experience. The initial proposal submission period opens March 13, 2025, and continues through May 22, 2025, with subsequent reviews every three months. The contract period runs from April 10, 2025, through April 10, 2030 (five years). Work orders will be issued through the City's Hexagon Enterprise Asset Management System, and contractors must comply with the City Storm to Shade Program GSI Maintenance Manual version 1 (2022) and the City Landscape Maintenance Manual (2021).
Pricing shall be submitted on a cost-per-hour basis, with transportation fees calculated at the federal standard mileage rate. Contractors must supply and maintain all necessary maintenance equipment and supplies. The program currently maintains approximately 500 GSI assets with new assets added annually. The fund balance as of June 30, 2024, was $9,522,576, with total maintenance program expenditures for fiscal years 2023 and 2024 reported at $723,146, funded through a consumption-based fee on Tucson Water customers. The City reserves the right to adjust the scope on an as-needed basis and requires contractors to report work through a digital application. No specific incumbent vendors are identified, and no explicit set-aside designations or restrictions on responding organizations are mentioned, though the program emphasizes creating pathways for skilled jobs in the green industry.
