About this file
This is a LAP Certification of Current Capacity form issued by the Florida Department of Transportation (FDOT) for use by contractors submitting bids on FDOT lettings. The form serves as a declaration by bidding firms certifying that the amount of their proposal does not exceed their current capacity, defined as maximum capacity rating less total uncompleted work. The certification requires contractors to complete a "Status of Contracts on Hand" report that documents all prime contracts and subcontracts—whether in progress or awarded but not yet begun—regardless of the contracting entity. The report timing is based on the letting date: for lettings before the 25th of the month, the report reflects uncompleted work as of the 15th of the preceding month; for lettings after the 25th, the report reflects uncompleted work as of the 15th of the current month. All new contracts and subcontracts awarded within five days before the letting date must be included and charged against the firm's total capacity rating.
The form requires contractors to provide detailed financial information organized by project owner, location, description, contract amount, amounts sublet to others, balance of contract amount, and uncompleted work to be performed as either prime contractor or subcontractor. All amounts must be shown to the nearest $100. The form permits contractors to consolidate and list as a single item all contracts that individually do not exceed 3 percent of total contracts and that in aggregate amount to less than 20 percent of the total. The certification must be sworn to and subscribed by an authorized representative of the firm, with the contractor required to provide their FDOT Vendor Number and confirm the accuracy of all reported information. This document is designated confidential under Florida Statute Chapter 337.14(1).
