About this file

This is an Addendum #2 Revision to a Request for Statement of Qualifications (RSQ 25-069) issued by the City of Fort Myers, Florida, for Architectural Services Continuing Contract under the State of Florida Consultants Competitive Negotiation Act (CCNA). The City seeks qualified architectural firms to provide professional services on an as-needed basis for a wide range of projects, including design and construction administration, downtown and community master planning reviews, permitting assistance, and architectural consulting. Services may encompass pre-design studies, working drawings, specifications, construction administration, site observation, shop drawing review, and participation in meetings with contractors and city staff. The submission deadline is November 4, 2025, at 2:00 pm through the OpenGov electronic portal. A pre-submittal meeting and evaluation committee meeting are scheduled for November 18, 2025, with presentations on November 21, 2025, and proposed City Council approval on December 1, 2025. The contract term is three years with two optional one-year renewals, with the possibility of month-to-month extensions thereafter. Questions regarding the solicitation must be submitted by October 22, 2025, at 4:00 pm.

Pricing is established on a not-to-exceed, hourly rate basis with actual costs plus five percent profit for change orders, with all prices remaining firm for the initial three-year term. Price adjustments in renewal terms are limited to the Consumer Price Index or three percent, whichever is lower, and must be requested in writing with supporting documentation. No minimum work volume is guaranteed to any selected firm. The City intends to award multiple continuing contracts; nine firms were awarded under the previous 2019 solicitation. Evaluation criteria weight the consultant's approach to the project at 45 points (38.1 percent), experience and qualifications of assigned personnel at 55 points (46.6 percent), Minority Business Enterprise (MBE) compliance at 13 points (11 percent), and local vendor preference at 5 points (4.2 percent), totaling 118 points. MBE certification by the State of Florida Office of Supplier Diversity earns 13 points if the firm is located in Lee County; applicants awaiting certification receive 8 points, with an additional 3 points for partnering with minimum two certified MBEs. Selected consultants must maintain comprehensive insurance coverage, including commercial general liability ($1,000,000 per occurrence), professional liability/errors and omissions ($1,000,000 minimum), workers compensation, and automobile liability ($1,000,000 combined single limit), all with 30-day cancellation notice provisions.
