ADDENDUM TO FAR 52.212-2

52.212-2 Addendum EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Evaluation Factors for Award

a. Basis for Contract Award. This is a Lowest Price Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal is technically acceptable, conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the lowest price. The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability, but will not be ranked using the Non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every Non-price Factor. A proposal receiving a rating of “Unacceptable” in any Non-price Factor will not be eligible for award.

b. Award for All of the Work. The Government intends to award one (1) contract as a result of this solicitation. Proposals received for less than the stated number of items listed in the Price Schedule will be considered ineligible for award. As set forth in FAR 52.212-1 (g), the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government may reject any or all proposals if such action is in the public interest; accept other than the lowest quote and waive informalities and minor irregularities in proposals received.

c. Evaluation Criteria. The evaluation criteria consists of factors. The proposal will be evaluated under two (2) evaluation factors: Past Performance and Price.

Factor 1 – Past Performance. The Past Performance Factor will receive one of the ratings defined below.

Table 1. Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Please make (2) two or (3) three copies of the attached Performance Assessment Questionnaire and send to the companies that you performed work in the past for the Washer and Dryer Maintenance and Repair Service. The companies will need to complete the Performance Assessment Questionnaires. The Performance Assessment Questionnaires will be evaluated in the Past Performance Factor.

All interested offerors must e-mail their proposals, Performance Assessment Questionnaires and completed Solicitation W911SD-25-R-A008 to Ms. Tara D’Amico at:

Tara.M.Damico.civ@army.mil by the close of the Solicitation Date of Monday, March 3, 2025 no later than 12:00 pm. Eastern Standard Time.

In order to receive an acceptable rating, the Past Performance submissions must show evidence of successfully performing work same or similar to the work outlined in the PWS or meet the criteria for “unknown” record of past performance. Offerors without a record of relevant past performance, the offeror may not be evaluated favorably or unfavorably on past performance. Past Performance must be both recent and relevant. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation. To be relevant, the effort must be similar in nature of work, size, and complexity.

Factor 2 – Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106- 3(a). Through these techniques the Government will determine whether prices are reasonable.

The Government will evaluate its Option to Extend Services (see FAR Clause 52.217-8) by adding six (6) months of the Offeror’s final option period price.

Evaluation of 52.217-8 shall not obligate the Government to exercise the option(s) to extend the services, unless the Contracting Officer determines it to be necessary.

Offerors responding to this solicitation are advised that, prior to award, the Government may request Offerors to submit substantiating information/data to support price reasonableness if it is warranted.

mailto:Tara.M.Damico.civ@army.mil

Options. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Evaluation of Option to Extend Services under 52.217-

8. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows:

by adding one-half of the Offeror’s final 12-month period prices to the total proposed price. Thus, the Offeror’s total price for the purpose of evaluation will include the 60-month term plus an additional six-month period. Offeror’s will not quote a price for this additional six-month period. The evaluation will consider the possibility that the option can be exercised at any time during any contract performance period and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract.

d. A written notice of award or acceptance of a proposal, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party.

Before the proposal’s specified expiration time, the Government may accept a proposal, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
