About this file
This is a Scope of Work attachment for a Request for Proposal issued by Salt Lake City Corporation for drone light show services (SLCI27007). The City seeks to contract with multiple qualified vendors to provide drone light shows for city-planned events, including traditional holiday celebrations such as New Year's Eve, July 4th, and July 24th (Pioneer Day), as well as other local events. The scope of work encompasses three primary tasks: pre-event planning including consultation, custom drone show design, regulatory approvals, and technical feasibility assessments; drone light show execution involving fleet deployment of no fewer than 150 drones with backup units equal to at least 10 percent of the planned fleet, pre-show testing and validation, and on-site operations with qualified personnel; and post-event services including drone recovery, delivery of edited high-resolution video and photography, and comprehensive reporting on performance and technical metrics. Offerors are responsible for all aspects of service delivery including planning, custom animations, programming, execution, management, staffing, permitting, fees, licensing, setup, takedown, equipment monitoring, and sound production.
The City will utilize a secondary selection process whereby designated City representatives contact awarded contractors with specific event specifications including the number of drones required, desired show length, allocated budget, and customization requirements, to which contractors must respond with confirmation that specifications will be met and additional relevant details. Contractor selection for individual events will be determined by which plan best suits the City's needs. Pricing will be determined by each contractor's contracted rate as established in the primary contract. The drone light show plan must be submitted no fewer than four weeks prior to the planned show date and must include a detailed timeline, digital preview or simulation with timing, formations, colors, music and synchronizations, and a weather contingency plan specific to the time of year. All drones must be of uniform model and type, equipped with high-accuracy navigation systems (RTK GPS or equivalent), and capable of performing for the complete show duration without degradation in lighting, GPS accuracy, or flight stability.

Scope of Work
I. OBJECTIVE
To put on successful drone light shows that are entertaining, visually impressive, engage the public, contribute to a safe and environmentally conscious celebration and increase attendance and participation at City-planned events.
Offerors will be responsible for drone show including, but not limited to, planning, custom animations, programming, execution, management and staffing, permitting, fees, licensing, set-up, take-down, equipment monitoring, and sound production.
II. BACKGROUND
The City traditionally used firework displays for observed holiday events including New Year’s Eve, July 4th and, July 24th , (Pioneer Day). These celebrations do not always take place on exact dates and occasionally are observed one day prior to two days post. Recently the City has switched to celebrating these holidays and other local events with drone shows executed by vendors qualified in their field to provide these services. The needs of the City are expanding to include more public events planned and executed by multiple City departments. With the rise in popularity of drone shows and the increase in attendance for these events where drone shows are listed on the agenda the City is now interested into contracting with several vendors to provide these services.
It is anticipated that this solicitation will result in multiple contract awards.
Usage of contracts will be delegated through a secondary selection process whereby a City designee will contact awardees with event specifics and desires and awardees shall provide a response. This selection process is further detailed in Attachment 1, Sample Agreement, Exhibit C.
