About this file
Summary
This is an Invitation for Bid (IFB) specification document issued by Granite School District in Utah for an annual contract to provide asphalt repair and painting services on an as-needed basis across multiple school locations. The scope of work includes crack seal with routing, seal coat application (two coats with polymer), mastic gap fill, and parking lot and playground painting and striping services. Estimated annual quantities include 250,000 linear feet of crack seal, 900,000 square feet of seal coat, 20,000 linear feet of mastic gap fill, and various painting services including 60,000 linear feet of lines, 60 handicap signs, 60 hopscotch patterns, 50 basketball court lines, and numerous other specialized markings. The contract period runs from October 1, 2026, through October 31, 2027, with annual renewal options through October 31, 2031. Contractors must respond to site visit requests within three calendar days and complete each project within 14 calendar days of receiving a purchase order. All work will be evaluated and quoted on a per-project basis using a job costing form, with no pre-bid conference scheduled.
Bidders must hold a current, valid Utah S260 Asphalt and Concrete contractor's license and provide proof of one million dollars in commercial general liability insurance per occurrence and three million dollars aggregate coverage. Pricing is all-inclusive with no allowance for mileage, fuel, office time, or other overhead charges, and rates are valid for one year with any adjustment requests requiring 30 days' notice and documentation supporting changes in market conditions. GSD anticipates awarding the contract to a single vendor based on the lowest responsive and responsible bid; however, GSD reserves the right to reject any or all bids and terminate the contract for convenience or for contractor non-performance. Payment will be made via lump sum upon project completion and final inspection, and all materials and workmanship carry a minimum 12-month warranty from the date of discovery. Individual project costs are estimated at less than $50,000, with projects exceeding this threshold to be bid separately as public opportunities.
