About this file

This document presents the Price Proposal Instructions for Request for Proposal DOT-RFP-27-4001-CO, issued by the Florida Department of Transportation District Four for District Wide Title Search and Examination Services across twelve counties in the District Four region. The procurement requires vendors to deliver comprehensive title search and examination services, including certified title search reports within 30 calendar days of authorization, updated reports within 7 days, ownership reports within 14 days, right-of-way reports within 30 days, and specialized reports within 15 days, all utilizing FDOT's proprietary D4ABS electronic database. Critical deadlines include a mandatory pre-proposal conference on May 20, 2026, technical questions due by May 29, 2026, proposal submission by June 8, 2026, technical proposal opening on June 8, 2026, price proposal opening on July 13, 2026, notice of intended award on July 20, 2026, and contract commencement on August 14, 2026. The contract term is anticipated to run through August 13, 2031, with potential renewal provisions allowing for up to three additional years or the original contract term.

All unit prices and billing rates must be submitted in US dollars and cents on the Department's provided Exhibit C, with prices covering all direct and indirect costs including salaries, overhead, fringe benefits, operating margin, labor, equipment, supplies, tools, travel, transportation, and administrative expenses. Bidders must enter prices for all items, and failure to complete the pricing exhibit, leaving spaces blank, marking spaces as N/A, or using entries other than US currency may result in the bid being deemed non-responsive. The submitted unit rates will apply to both the initial contract term and any renewal periods. The Department has established a maximum budgetary limitation of $1,050,000 for the contract, and vendors with active FDOT contracts not expiring within 12 months are ineligible, as are vendors holding more than one active district-wide contract simultaneously with the Department.
