About this file
This document outlines Additional Special Contract Requirements for Security at the Stennis Space Center (SSC) renovation project, issued by NASA. The security procedures emphasize strict entry protocols for all personnel, vehicles, equipment, and materials, with critical security measures including mandatory badge systems, vehicle registration, and comprehensive background checks. Construction vehicles must enter through specific gates (preferably Gate 12), display company logos when entering Zone 2, and have valid registration and insurance.
The badging process involves multiple stages, including 30-day escort non-picture badges, background checks, and eventual picture badges with potential area-specific security clearances. Non-US citizens face a more complex approval process, potentially requiring 3-6 months for "unescorted access" badging. Contractors are advised to anticipate potential delays in badge processing and must ensure all personnel comply with security requirements, with failure to do so potentially resulting in arrest, legal action, or prevention of future employment at the Stennis Space Center.

GPO RENOVATION STENNIS SPACE CENTER, MS
ADDITIONAL SPECIAL CONTRACT REQUIREMENTS
SECURITY REQUIREMENTS
The Contractor shall conform to security procedures as directed by NASA Plant Protective Services. Additional information will be provided at the preconstruction meeting and as changes occur during the contract period.
Access to Stennis Space Center (SSC) will be coordinated through the Contracting Officer's Representative.
Stennis Space Center (SSC) Entry and Vehicles: Entry security at Stennis Space Center (SSC) is critical to effect a safe environment. All personnel, vehicles, equipment, and materials are subject to search, investigation, and authorization at each entry and while on the Facility.
Construction vehicles and trucks delivering large equipment and materials, including concrete trucks, shall enter the Facility via Gate 12 or as directed by the Contracting Officer's Representative. Significant entry delays should be expected, particularly at higher security levels, so the Contractor is responsible for keeping himself appraised of security conditions and entry requirements at Stennis Space Center (SSC) and notifying his contract personnel of changes in order to prosecute contract work in a timely manner without delay. All vehicles must have proof of valid registration and insurance residing in the vehicle at all times and shall show such proof to security personnel on demand. Construction vehicles entering Zone 2 (MCA) must have company signs/logos on the vehicle.
Any person on Stennis Space Center (SSC) failing to have in their possession a valid badge or operating a vehicle without a valid pass or registration and insurance is ultimately subject to arrest and further legal action.
Badging System - 30 day escort non-picture badges will be issued prior to being entered in NASA Security System. Contractor is responsible for providing proper escort. If contractor does not have appropriate personnel to provide escort contractor shall coordinate with Contracting Officer's Representative.
Approval of non-US citizen will be through the National Aeronautics and Space Administration/Stennis Space Center's Security Department. The approval process for "unescorted access" badging of non-US citizens will require three (3) to six (6) months to process.
Prior to issuance of a non-escort badge the individual must pass a background check. Based on contract duration a non-escort contractor badge or a PIV badge will be issued.
Picture badges will be made on a first come, first issue basis while the applicants wait. Contractor is placed on notice that some delay may occur while waiting for badges to be approved and/or made and must be considered by Contractor in the submittal of his bid. Issuance of the picture badge will permit personnel entry to the facility. However, certain areas of the facility require further security measures which will be added to the individuals badge depending on contract work area. These badges are not transferable and must be turned in when the individual's work at the facility has terminated. Failure to do so may prevent future employment at Stennis Space Center.
