SECTION C DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Centralized Waste Processing System

U.S. Government Publishing Office (GPO) - Secure Production Facility (SPF)

Stennis Space Center, MS

I. Background

The Government Secure and Intelligent Documents (GSID) division of the U.S. Government Publishing Office (GPO) is responsible for printing and manufacturing U.S. security products, including passports and other secure credentials. These operations take place at the Secure Production Facility (SPF), located within NASA's Stennis Space Center at 9101 Leonard Kimble Road, John C. Stennis Space Center, MS, 39529.

The production of these highly sensitive identification documents generates waste materials such as wastepaper and polycarbonate. Due to the secure nature of the products, the handling and disposal of these waste materials must adhere to stringent security protocols, equivalent to those applied to the finished secure documents themselves. While the specific details of the production process remain confidential, the waste generation mechanisms are comparable to those found in standard bindery and book-making operations within public sector facilities.

Currently, the SPF employs four independent waste management systems to handle various types of waste generated during production:

System 1:

• Manages bulk waste and trimmings from two bindery production machines.

• Waste is manually transferred from wheeled carts into a shredder and subsequently baled.

• This system operates without any air conveyance mechanism.

System 2:

• Handles trimmings from one bindery machine.

• Features a baler connected to a dedicated cyclonic separator.

• Incorporates an independent air conveyance system.

System 3:

• Designed specifically for adhesive backing waste.

• Utilizes air conveyance coupled with a separate cyclonic separator.

• Waste is collected in standard plastic-lined gaylord totes and is not baled.

System 4:

• Manually loads polycarbonate waste, which is then packed into gaylord totes for storage.

• All waste, whether baled or contained in gaylord totes, is temporarily stored onsite until sufficient quantities accumulate for transport by a third-party vendor to an offsite facility for secure incineration.

This solicitation seeks to procure a centralized waste processing system that will replace the four existing independent systems. The new system must seamlessly integrate with existing production equipment to ensure uninterrupted operations. A critical requirement is the implementation of a unified solution that prevents the inadvertent processing of finished goods as waste. Due to the stringent security protocols and tracking associated with secure documents, any mixing of finished goods with waste results in an immediate halt to production. Currently, manual handling of waste serves as a safeguard against such occurrences.

The Contractor shall design and deliver a fully automated waste processing system that minimizes operator intervention by GPO personnel. The proposed system must employ advanced disintegrating and briquetting technologies to process waste materials securely, eliminating the need for incineration. This approach aims to enhance operational efficiency, security, and environmental compliance within the SPF’s waste management framework. The system will handle both secure and non-secure waste.

After a complete cycle of disintegrating and briquetting production waste, the pulp will be stored in a dumpster and removed from the facilities.

II. Scope of Work

Given the complexity of the current waste handling systems, the associated disposal costs, and the risk of misprocessing finished products, the GPO SPF is seeking the design, delivery, and installation of a centralized waste processing system. The new system shall:

• Handle all waste generated by the facility, predominantly transporting waste via air conveyance.

• Provide onsite disintegration and briquetting of waste materials.

• Prevent loss or misprocessing of finished goods.

There are no predetermined equipment parameters, layouts, or specific equipment requirements;

however, the system must fit within the spatial constraints of the production building, specifically 37 feet by 46 feet area.

Equipment Components shall Include:

• Disintegrators: proposed equipment needs to include at least two separate disintegrators, each capable of handling the average waste volume of 350 pounds per hour, as well as a dual headed briquetting machine, where each head can handle the average waste volume of 350 pounds per hour.

• Dust and material conveyance fans. Proposed system shall include trim conveyance fans and ducting that shall be plumbed in a way where it is possible to easily shift loads from one piece equipment to another. There shall also be a minimum of one additional fan in a standby state in the event that one of the main fans fail.

• Cyclone separator

• Airlock

• Dust briquette machine

• Waste containers

• Diverter valves

• Additional equipment, such as dust collectors, no-return valves, spark detection systems, air material separators, return air fans, divert valves, and material container fans, may be located on the roof. The roof-mounted equipment must be supported by appropriate footings designed to withstand local hurricane wind loads (per applicable regulations, please see US Federal Code 4.2 number is ASCE7 latest edition12).

• All equipment within the system shall be able to be operated by a system of controls capable of decreasing and increasing performance as production dictates. The system shall allow for switching between the redundant equipment automatically (dependent on operating conditions), as well as manually (to allow for maintenance operations) without shutting down the system or significant diminishing performance.

Critical Design Considerations:

1. Finished Product Loss Prevention:

The highest priority is preventing finished product loss at two identical machines where products are cut to final dimensions. These machines currently eject waste via air blast through a 12-inch pipe with a flange for integration into the waste system. Waste includes final product trimmings such as passport booklet covers, polycarbonate, and paper.

2. Operational Continuity:

The proposed system must not cause shutdowns of the entire waste system or inhibit production equipment operation.

3. Automation:

The system shall be fully automated, requiring no manual intervention, and must be maintained and controlled internally by SPF personnel.

4. Contractor Responsibilities:

The Contractor shall be responsible for the following phases:

4.1.1 Preliminary Design Proposal

Develop a comprehensive design for a centralized waste processing system based on the provided floor layout.

1 https://www.asce.org/publications-and-news/codes-and-standards/asce-sei-7-22 2 Mississippi Building Codes | UpCodes https://www.asce.org/publications-and-news/codes-and-standards/asce-sei-7-22 https://up.codes/codes/mississippi?year=2025

Utilize air conveyance to transfer all waste, with an estimated airflow requirement of approximately 53,000 cubic feet per minute (CFM).

Validate this estimate and provide a detailed rationale supporting the proposed design.

4.1.2 Final Design

The Contractor will be able to finalize the proposed system design once the contract will be awarded for any final touches that might be needed.

4.2 Equipment Proposal

Propose all necessary equipment, including detailed specifications, quantities, and justification for suitability.

14.1. The GPO shall provide minimal support for installation and unloading of equipment.

14.2. The GPO shall provide a list of NASA-approved subcontractors and coordinate with NASA for approvals and storage space (if available).

14.2.1. SPF has limited on site storage space and will not be able to accommodate long-term storage of equipment and components as they are shipped.

Coordinating storage, if needed, shall be the responsibility of the Contractor.

The GPO may be able to assist with coordination between the Contractor and NASA if additional storage space on the Stennis Space Center Installation is or becomes available.

14.3. The GPO shall provide Facility Footprint Drawings (CAD & PDF) and Approximate Equipment Tie-In Locations.

14.4. All work completed by subcontractors, if applicable, shall be the responsibility of the Contractor.

14.5. SPF is not equipped to move, transport, unload, or provide rigging services for site preparation or installation. All such costs and logistics shall be the responsibility of the Contractor.

16. Security

15.1. The Contractor shall comply with all NASA and GPO site access requirements. Access to the GPO’s SPF site shall be coordinated with the COR, Jordan Gunther, at least 15 working days in advance of the scheduled site visit and installation. Foreign Nationals require at least 90 days’ notice to the COR for coordination of site access.

15.2. All personnel must adhere to security protocols for entry, work, and exit at the Secure Production Facility and while on NASA’s site.

15.2.1. All personnel, vehicles, equipment, and materials are subject to search, investigation, and authorization at each NASA entry and while on the facility.

15.2.2. Construction vehicles and trucks delivering large equipment and materials are required to give advanced notice as outlined in Section 15.1.

15.2.3. The Contractor shall account for entry delays, particularly at higher security levels.

15.2.4. All vehicles must have proof of valid registration and insurance residing in the vehicle at all times and the Contractor shall show such proof to security personnel on demand.

15.2.5. Badging approval of non-U.S. citizens will be through the NASA Stennis Space Center’s Security Department. The approval process for “unescorted access” badging of non-U.S. citizens will require three to six months to process.

15.2.6. Any person at Stennis Space Center failing to have in their possession a valid badge, or operating a vehicle without a valid pass or registration and insurance, is ultimately subject to arrest and further legal action.

17. Performance Requirements

16.1. The system will need to process at minimum, an average of estimated minimum historic number of 350 pounds of waste per hour (number based on current waste processes). The Contractor’s proposed system shall support waste removal from all GPO’s current and future planned production equipment, which includes a minimum number of eight pieces of equipment.

16.2. The system shall transfer all waste via air conveyance. Offerors will need to validate this estimate of projected 350 pounds of waste per hour and provide a logical rationale for this requirement based on the Offeror’s proposed design. The system shall return all air used by the system back into the building. This can either be done through the currently installed air handlers’ return plenum, diffusers, or other means.

16.3. The system shall have a means to minimize differences (temperature and humidity) of air passing through the system and returning to the production floor. The environmental conditions within the production areas are highly controlled and require the air temperature humidity to remain relatively constant.

16.4. The proposed solution shall have a minimum of one location for pre-shredded bulk waste to be added to the system. SPF already possesses a bulk shredder (Allegheny Paper Shredder Model 18-250C) to reduce large waste. Replacement of this unit is not within the scope of this project.

16.5. All waste entering the system is to be processed through disintegration and briquetting means. All waste disintegrated must meet a minimum of 3/32” particle size for secure disposal of materials.

16.6. The system shall have built in redundancy and shall not inhibit production equipment from operating. The system shall have two separate disintegrators, each capable of handling the average waste volume of 350 pounds per hour, as well as a dual headed briquetting machine, where each head can handle the average waste volume of 350 pounds per hour.

16.7. Trim conveyance fans and ducting shall be plumbed in a way where it is possible to easily shift loads from one piece equipment to another. There shall also be a minimum of one additional fan in a standby state in the event that one of the main fans fail.

16.8. All equipment within the system shall be able to be operated by a system of controls capable of decreasing and increasing performance as production dictates. The system shall allow for switching between the redundant equipment automatically (dependent on operating conditions), as well as manually (to allow for maintenance operations) without shutting down the system or diminishing performance.

16.9. The system shall not rely on manual intervention or external systems not maintained internally at SPF. There should be minimal human intervention during normal operation for all equipment functioning within the system.

16.10. All work shall comply with federal, state, and local regulations, including environmental and safety standards. Equipment shall meet applicable codes and standards (National Electrical Code (NEC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), etc.), have a United States based parts distribution system, and after sales support.

18. Warranty

The Contractor shall provide a 12-month warranty on labor and equipment for all proposed equipment that will start after the successful completion of the Government Site Acceptance Test (GSAT).

19. NASA Structural Engineering Approval of Design and Equipment Proposal (post contract award phase)

The vendor shall finalize the design and then submit the final design with all proposed equipment to NASA. The timeline for submitting and receiving an approval might take from one to three months. This timeline shall be included in the overall timeline plan.

Since SPF serves as a tenant within NASA’s facility, all modifications to the existing facility and any additions of new equipment are required to have NASA’s written approval. A structural engineering analysis (i.e. electrical, HVAC, fire suppression, etc.) will be required by NASA’s contracted engineering group to provide approval before the proposed design can be implemented by the Contractor. The GPO will coordinate with NASA to obtain the required approvals.

The Contractor shall participate in all meetings with NASA’s contracted engineering group and the GPO (predominately virtual) pertaining to these discussions. Minor changes to the Contractor’s proposed design may be required following contract award to ensure the proposed solution meets NASA’s specifications. If necessary, these changes will be handled as bilateral contract modifications in accordance with MMAR Part 43.
