About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a new waste processing system contract issued by the Government Printing Office (GPO). The amendment modifies several key aspects of the original Request for Proposals (RFP), including extending the closing date for questions to December 9, 2025, and the proposal submission deadline to January 12, 2026. A site visit is scheduled for December 2, 2025, and potential contractors can request expanded roof space up to 39 feet by 48 feet for equipment placement.

The amendment addresses multiple technical and procedural changes, such as modifications to the scope of work, risk mitigation strategies, and deliverables schedule. GPO will provide construction elements to support roof-mounted equipment, and some risk mitigation strategies are now optional. The deliverables table has been updated with new due dates, including a final design due by March 31, 2026, equipment installation by June 30, 2026, and training to be completed by July 14, 2026. The solicitation is for a completely new contract with no incumbent, and seeks a comprehensive waste processing system as detailed in sections 9-22 of the original RFP.
