Bingham High School - Track Replacement Project Manual
This is a project manual and bidding document for the Jordan School District (JSD) in Utah, issued by NJRA Architects for the replacement and resurfacing of the running track at Bingham High School located at 2160 South Jordan Parkway, South Jordan, Utah 84095. The scope of work includes replacing the existing track surface with a new synthetic track surface system with all associated accessories, and providing a poured synthetic track surface system as an additive alternate. Additionally, contractors must provide unit cost pricing for remediation of track substrate, including removal and replacement of inadequate or unsatisfactory soil material. The project will be constructed under a single prime contract with the Owner's Representative identified as Ian Roberts, Jordan School District Capital Outlay Manager, and the Project Architect/Manager as Selvam Rajavelu, AIA, NCARB. The contract documents include standard AIA forms (A201-2017 General Conditions, A310-2010 Bid Bond, A312-2010 Payment and Performance Bonds, A701-2018 Instructions to Bidders, and G702-704 and G706-707 payment and completion certificates), comprehensive specifications across multiple divisions, and detailed drawings. The bidding documents establish procedures for submission, evaluation of bids as the lowest responsive and responsible bidder, and standard contract administration protocols.
The contract will be awarded to the lowest responsive and responsible bidder in accordance with Utah Code Annotated Chapter 63G-6a and applicable Utah Administrative Rules. Payment procedures require progress payments submitted by the 10th of each month based on a schedule of values, with the Architect issuing Certificates for Payment. A contingency allowance of $80,000 is included for general construction contingency, with unused amounts credited back to the Owner at project closeout. Unit prices are established for soil remediation work with measurement and payment methods specified in individual specification sections. The contract includes three alternates: Alternate #1 for a poured synthetic track surface system (Beynon BSS 1000), Alternate #2 for replacement of the existing track asphalt substrate, and Alternate #3 for colorized synthetic track surface in relay exchange zones. Warranties for the synthetic track surface vary by type—five years for standard systems and eight years for poured systems—with two-year warranty bonds required from A-rated insurance companies. The document requires dust control compliance with Utah Air Pollution Regulations, specification adherence to NFSHSA and IAAF standards for track construction, and adherence to all applicable building codes and regulations.
