About this file

This document is a bid package for the Northwest Bergen County Utilities Authority (NBCUA) for Contract No. 25-002, soliciting services for the Removal and Disposal of Residuals for their Wastewater Treatment Plant. The contract covers two primary service items: removal and disposal of general residuals (screenings and grit classifier wastes) and removal and disposal of dewatered sludge cake residuals, with an estimated quantity of 550 tons per year. The initial contract term is 24 months from the notice to proceed, with the option to authorize up to three one-year extensions, not exceeding a total contract life of five years. Contractors are required to schedule a site inspection at the Authority's facilities and must provide containers, remove residuals at least once every 7 days for general residuals and every 8 hours for sludge cake when service is required, and dispose of materials at a NJDEP-approved facility.

The bid will be awarded to the lowest responsible bidder based on the aggregate total of Items 1 and 2 for the initial two-year period, with unit prices to be incorporated into the final contract. All transportation, tipping fees, taxes, permits, licenses, and registrations must be included in the unit price. Bidders must submit a Business Registration Certificate and comply with various state requirements, including non-discrimination provisions, equal employment opportunity regulations, and affirmative action guidelines. The Authority reserves the right to reject any or all bids and to award the contract based on what it deems to be in its best interest. Bidders must also provide a bid bond, consent of surety, and complete various affidavits and corporate authorization documents as part of the submission process.
