The Contractor shall furnish, deliver and subsequently pick up sufficient quantity of suitable containers for the hauling of the residuals. These containers shall be loaded by Authority personnel utilizing Authority equipment and shall not exceed 8 feet in total height above grade and shall be equipped with a suitable removable cover to keep odors inside while waiting to be picked up and to keep residuals inside during the haul to the disposal site. Said covers shall be securable in an open position to safely load the residuals into the container. The Contractor shall provide the equipment and personnel to deliver, unload and subsequently pick up and haul away filled containers. No more than two containers for residuals shall be stored at the Authority’s wastewater treatment plant at any one given time.

At the present time the residuals containers are removed and contents disposed of on an average of once every 7 days, with approximately 10 tons of residuals per load. The container must be removed and contents disposed of at least once every 7 days to minimize odor issues, even if not fully loaded. The frequency may increase over the life of the contract. The containers are removed on a scheduled basis, Monday thru Friday excluding holidays. The Authority will notify the contractor between 7:00am and 3:00pm for the scheduling of additional container removal the following day when required.

The quantity of dewatered sludge cake residuals to be disposed of is unknown. No minimum quantity is guaranteed. Dewatered sludge cake residuals consist of dewatered sludge cake wastes (15-25% solids) that are generated from wastewater treatment facilities. This work is to be performed on an on-call basis and may or may not be required during the life of the contract.

The Contractor shall furnish, deliver, and subsequently pick up sufficient quantity of suitable containers for the hauling of the dewatered sludge cake residuals. These containers shall be 30-40 cubic yards and approved for this purpose. They shall be loaded by Authority personnel utilizing Authority equipment and shall not exceed 8 feet in total height above grade and shall be equipped with a suitable removable to keep dewatered sludge cake residuals inside during the haul to the disposal site. Said covers shall be securable in an open position to safely load the dewatered sludge cake residuals into the container. The Contractor shall provide the equipment and personnel to deliver, unload and subsequently pick up and haul away filled containers. Containers must be removed every 8 hours while this work is performed, even if not fully loaded. No more than two containers for dewatered sludge cake residuals shall be stored at the Authority’s wastewater treatment plant at any one given time.

1.02 SITE INSPECTION: Up to two (2) days prior to the bid opening date, prospective bidders must schedule a site inspection to observe the residuals storage area, sludge cake storage area, the condition of the residuals, and to assess the local traffic conditions and possible hauling routes relative to the residuals. Each prospective bidder shall contact the Authority at 1-201-447-2660 for scheduling a site inspection.

Each bidder must visit the Wastewater Treatment Plant to familiarize himself with the conditions he will encounter in performance of this Contract. No allowances will be recognized for any claim made due to difficulties encountered, because the Contractor failed to ascertain for himself the conditions and circumstances to be encountered during performance of the Contract.
