About this file
This document is Attachment D – Technical Criteria for a Disaster Cultural Restoration solicitation (Solicitation # SB26-2), which outlines technical evaluation requirements for contractors seeking to provide cultural artifact restoration and emergency response services. The solicitation requires comprehensive written responses to ten detailed technical questions, with each question weighted at 80 points, and a minimum score of 550 out of 800 points needed to advance to the Cost Evaluation stage. The technical criteria focus on assessing contractor capabilities in areas such as 24/7 emergency response, scalable resources, personnel screening and training, security measures, inventory tracking, collaboration processes, project management, safety protocols, complex project quoting, and invoice dispute resolution.
The proposal evaluation is structured to thoroughly examine a contractor's capabilities in handling cultural artifact disaster recovery, with an emphasis on demonstrating comprehensive emergency response preparedness. Contractors are explicitly instructed to provide direct, thorough answers without using web links or references, and are prohibited from including pricing information in their technical responses. The solicitation seeks a contractor with robust capabilities to manage large-scale cultural artifact emergencies, with the ability to respond quickly, track items meticulously, ensure personnel competence, maintain strict security, and collaborate effectively with cultural institutions during disaster recovery scenarios.
