About this file
This is an attachment to an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing and conducted by the State of Utah Division of Oil, Gas and Mining for the Hardscrabble Refuse Reclamation Project (JH27-130) in Carbon County, Utah. The project involves coal refuse waste excavation and haul, channel construction, site grading and earthwork, runoff control, revegetation of disturbed areas, and road realignment and resurfacing at an abandoned coal refuse pile. The Engineer's Estimate is $7,681,574.00. Attendance at a mandatory site visit and pre-bid meeting is required on Friday, November 13, 2026, at 10:00 AM at the Price Field Office of the Division of Oil, Gas and Mining (319 North Carbonville Road, Price, UT 84501), with the meeting expected to last approximately four hours. Bids from firms not on record as attending the entire meeting will be considered nonresponsive. The work must be commenced upon notice to proceed and completed within 84 calendar days. The contract will be awarded to the lowest cost responsive and responsible vendor who meets specifications and mandatory minimum requirements.
Bid bonds must accompany vendor responses and must be properly signed by the contractor and a qualified surety using the AIA Document A310 - 2010 Bid Bond form in the amount of five percent of the bid, or equivalent. The surety must be authorized to do business within the State of Utah and listed on the U.S. Department of Treasury Circular 570. Failure to provide a compliant bid bond results in a non-responsive submission and disqualification. The awarded vendor must furnish performance and payment bonds on the AIA Document A312 - 2010 Performance and Payment Bond form, or equivalent, within 14 calendar days of award. These bonds must also be from a qualified surety authorized in Utah and listed on Treasury Circular 570, and must equal one hundred percent of the awarded contract amount. A contract or purchase order will not be issued until compliant performance and payment bonds are received.
