Bidders must demonstrate qualifications by submitting documentation proving successful completion as Prime Contractor of at least two projects within the past ten years with minimum values of $2,000,000 each, with at least one completed within the past five years that included mine reclamation, coal refuse removal, riprap channel construction, or comparable heavy civil earthmoving activities. Project submissions must include specific information regarding project name, location, dates, owner contact information, work description with relevant quantities, original and final contract values, and confirmation of completion without liquidated damages, defaults, terminations, or significant claims. Additionally, resumes for key personnel (Supervisor and Foreman) must demonstrate a minimum of five years of experience supervising heavy civil construction projects. Failure to submit required qualification information may result in bidder disqualification. The Owner reserves the right to seek additional pertinent information and retains final authority over bidder qualification determinations.
