Attachment 3 – Implementation and Training Plan Elements

The table below represents elements that the county expects to see on the proposed implementation and training plans. The offeror must provide their own comprehensive implementation and training plans for review.

Category Plan Elements

Requirements Gathering

A description of the process/methods that the vendor will use to gather the information required from the customer in order to configure the system to meet the customer's needs. Details should include an estimated timeline, location (onsite or remote), vendor and customer resources/staff involved, and a summary of the information/documentation that the customer will need to supply.

Custom Development

A description of any items that will require custom development. Details should include an estimated timeline and any customer resources that will be required for development or testing.

Integrations

A description of any integrations that will be required with third party or customer-owned systems. Details should include resources involved in developing the integration, an estimated timeline, and whether additional licensing or other services are required to be obtained by the customer.

Functional Testing

A description of the process/methods the vendor will use to test and verify functionality of the system throughout various stages of development and configuration. Details should include an estimated timeline, vendor and customer resources/staff involved, and details of any systems used for submitting and tracking feedback.

User Acceptance Testing

A description of the process/methods the vendor will use to verify that the system meets all agreed upon business requirements. Details should include an estimated timeline, development of a custom test plan, vendor and customer resources/staff involved, and details of any systems used for submitting and tracking feedback.

Data Migration

A description of the process the vendor will use to migrate data from existing systems. Details should include an estimated timeline, data requirements such as file format and size limitations, example templates, and data transfer methods.

User Training

A detailed plan to ensure all staff are trained prior to go live. Details should include an estimated timeline, training methods (live online, on-demand, in person, train-the-trainer, etc.), and training materials provided (online, electronic, printed material, etc.).

Go-Live Support

A description of the vendor's plan for supporting the customer during "go-live".

Details should include the duration of go-live support, methods for providing support (onsite, on-call via telephone/videoconference, etc.), and a communication plan for staff and customers.

Post-Go Live Support Details of the transition from go-live to standard support and expectations in accordance with the SLA.

Post Go-Live Training

A description of the vendor's plan for ongoing training including new user training, refresher training, and training on new functionality. Details should include training methods (live online, on-demand, in person, etc.) and any limitations on frequency or additional cost.
