About this file

This is a Language Coverage Matrix appendix form for the AI-Driven Translation & Language Access Services solicitation issued by the Alliance for Innovation (AFI) as the Lead Contracting Agency in collaboration with Edge Public, serving participating public agencies nationwide including Indiana. The matrix requires offerors to document their language service capabilities across four primary service delivery types: Live Voice Interpretation, Document Translation, Over-the-Phone Interpretation (OPI), and Video Remote Interpretation (VRI). The form encompasses 60+ languages organized by language family (African, Asian, European, Middle Eastern, South Asian, Spanish, Sign Languages, and Indigenous languages) with dialects identified by ISO 639 codes. For each language and service type, offerors must indicate availability using standardized legend codes: FULL (fully supported meeting all quality tier requirements), LTD (limited with restrictions), NONE (not offered), COND (conditional under specific circumstances), CERT (certified with recognized industry or government certification), or N/A (not applicable). Services must be rated across four quality tiers: Tier 1 (Standard - general language proficiency), Tier 2 (Professional - business/technical fluency), Tier 3 (Specialized - domain-specific expertise), and Tier 4 (Legal/Medical Certified - holds recognized certification).

Offerors must complete all matrix fields and submit the form as a native .xlsx file without conversion to PDF, accompanied by all referenced certifications as separate exhibits. The matrix includes a notes section where offerors must explain any limited or conditional offerings by language and tier. An authorized representative must certify that the information provided is accurate and complete, that the offeror possesses documented capability to deliver indicated services, and that supporting evidence such as certifications, test results, and staffing data is available upon government request. The submission requires adherence to specific labeling conventions and must be included in the Technical Volume of the offeror's proposal. The file serves as a standardized, auditable record for the government to evaluate and compare language service capabilities across all participating offerors.
