Appendix F Security & Data Privacy Certification Summary
This is a Security & Data Privacy Certification form issued by the Alliance for Innovation (AFI) as the lead contracting agency in collaboration with Edge Public for the AI-Driven Translation & Language Access Services RFP, which serves participating public agencies nationwide, including Indiana. The certification must be completed and submitted by all offerors responding to the solicitation. The form requires offerors to verify compliance across five primary certification categories: data security standards, data residency and sovereignty requirements, artificial intelligence and machine translation prohibitions, personnel and subcontractor obligations, and compliance with applicable regulatory frameworks. All offerors must certify their implementation of documented Information Security Programs aligned with recognized frameworks such as NIST SP 800-53 or ISO 27001, encryption standards for data in transit and at rest, regular vulnerability assessments and penetration testing, incident response procedures with 72-hour breach notification, role-based access controls, multi-factor authentication, and audit logging retained for a minimum of 12 months.
The certification explicitly prohibits offerors from using agency-provided documents, content, translations, glossaries, or derivative materials to train, fine-tune, or improve any artificial intelligence or machine learning model without prior explicit written consent from the agency. All agency data must be stored, processed, and transmitted exclusively within the United States unless expressly approved in writing by the agency. Offerors must disclose any third-party machine translation engines, artificial intelligence translation tools, or large language model APIs used in their workflow and maintain contractual agreements with those providers that explicitly prohibit model training on agency data. Personnel with access to agency data must complete data privacy and security training within the past 12 months and sign written confidentiality agreements. Upon contract expiration or termination, all agency-provided data must be securely deleted or returned within 30 days with written certification. The form includes sections for identifying exceptions or deviations from stated requirements and requires signature by an authorized representative, with submission of the completed form and all supporting attachments mandatory for proposal consideration.
