About this file
This document is an Addendum #3 to a Request for Proposal (RFP#6000002490) issued by the Port Authority of New York and New Jersey for expert professional facility condition surveys for tunnels and waterfronts. The contract is for a four-year term, with proposals due by 2:00 P.M. on November 13, 2024. The RFP seeks professional services to conduct facility condition surveys on a task order basis, with specific attention to waterfront and tunnel facilities.
The addendum addresses a specific question regarding wage rates for different worker roles, particularly for divers and "topside" workers. The Port Authority confirms that, similar to a previous contract, they will allow multiple bill rates for a single staff member to accommodate different roles such as regular/office work, tender rates, and diver rates. The rates will be based on the current Dockbuilders Timbermen Local Union 1556 wage rates for NY Harbor, with "topside" workers receiving the same rate as "Tenders". Interested parties with questions are directed to contact Edmund Mendrala at EMendrala@panynj.gov.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL FACILITY CONDITION
SURVEYS FOR TUNNELS AND WATERFRONTS AS REQUESTED ON A
“TASK ORDER” BASIS FOR A FOUR-YEAR TERM (RFP# 6000002490) –
ADDENDUM #3
Dear Sir or Madam:
The following is a question from Request for Proposal (RFP) recipient. The question and the corresponding Port Authority of New York and New Jersey (the Authority) answers is provided for your information and use, as appropriate.
Question #1: As part of the 2020 Professional Facility Condition Surveys for Waterfront Facilities on-call contract RFP (RFP#59911) the Port Authority indicated that diver rate shall be based on the current Dockbuilders Timbermen Local Union 1556 wage rates for NY Harbor without fringe. Further, it was noted that “topside” workers shall receive the same rate as “Tenders”. In this scenario some staff had up to three different bill rates (regular/office, tender rate, and diver rate). Will Port Authority pay diver and tender wage rate in a similar manner on this contract and if so, in Attachment G “Salary Schedule” can we utilize more than one rate for a single staff member to accommodate diver and tender wage rates, as performed in the past?
Answer #1: Yes, the Authority will pay diver and tender wage rates in a similar manner, and you can have more than one rate for single staff members for different roles.
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on November 13, 2024.
