About this file
This document is an Addendum #2 to a Request for Proposals (RFP #6000002490) issued by the Port Authority of New York and New Jersey for expert professional facility condition surveys for tunnels and waterfronts. The contract is for a four-year term, with proposals due on November 13, 2024, at 2:00 P.M. The RFP seeks a prime contractor to perform facility condition surveys on a task order basis, with specific requirements for waterfront and tunnel services.
The addendum clarifies several key points about the proposal requirements, including that the Quality Control Engineer does not need to be a certified commercial diver, firms will not be evaluated higher for submitting multiple staff members for each role, and a firm may submit proposals as both a prime and subconsultant. The evaluation will be on a pass/fail basis, and proposers should focus on meeting the requirements outlined in Section IV of the RFP. The document emphasizes that Attachment A is for informational purposes only and should not be included in the proposal.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL FACILITY CONDITION
SURVEYS FOR TUNNELS AND WATERFRONTS AS REQUESTED ON A
“TASK ORDER” BASIS FOR A FOUR-YEAR TERM (RFP# 6000002490) –
ADDENDUM #2
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the Authority) hereby amends the subject Request for Proposals (RFP) as follows:
Question #1: With regard to the Waterfront services category, should the Quality Control Engineer role be a certified commercial diver?
Answer #1: The Quality Control Engineer shall have the same qualifications as the Team Leader regarding PE and experience; however, the Quality Control Engineer does not have to be a certified commercial driver.
Question #2: Section IV Proposer Requirements, Paragraph B, Waterfronts 2: indicates that the Prime firm must “demonstrate a minimum of one staff member, for each role identified…” Will a firm be evaluated higher by submitting multiple staff members for each role of Team Leader/Lead Diver, Divers, and Assistant Team Leader to demonstrate capacity?
Answer #2: Firms will not be evaluated higher if they submit multiple staff members for each role. Proposals will be evaluated on a pass/fail basis.
Question #3: Can a firm submit in both Prime and subconsultant roles?
Answer #3: A firm may submit as both a Prime and as a subconsultant for another Prime proposer.
Question #4: Why are there differences in the waterfront staff requirement between RFP Section IV. Proposer Requirements, and Attachment A - Scope of Services?
Answer #4: The Attachment A is included “for your information only” to demonstrate a sample task order assignment and should not be included in your proposal. The only proposer requirements that must be met by the Prime Firm for this RFP are listed in Section IV.
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on November 13, 2024.
