About this file
This document is a Request for Proposal (RFP) issued by the Port Authority of New York and New Jersey (Port Authority) soliciting proposals for expert professional facility condition surveys for tunnels and waterfronts on a task order basis for a four-year term. The RFP seeks qualified firms to perform comprehensive condition surveys for two categories: tunnels and waterfronts, with inspections to be conducted across facilities in New York and New Jersey. The pre-proposal meeting is scheduled for October 21, 2024, at 12:00 PM Eastern Time, and proposals are due on November 13, 2024, by 2:00 PM Eastern Time. Firms must submit their proposals electronically through the Bonfire platform, and the Port Authority may retain multiple firms for these services.
The RFP includes specific requirements for prime firms, including demonstrated experience with tunnel and waterfront inspections, professional engineering licensure, and staffing qualifications. The Port Authority has established diversity goals of 20% participation by Minority Business Enterprises (MBEs), 10% by Women-owned Business Enterprises (WBEs), and 3% for Service-disabled Veteran-owned Business Enterprises (SDVOBs). Compensation will be based on a multiplier of actual salaries, with potential for task order lump sum arrangements. The surveys will involve detailed inspections of structural elements, documentation of deficiencies, and preparation of comprehensive condition survey reports using the Structural Integrity Database (SID), with prioritized recommendations for repairs and maintenance.

TASK A: FIELD INSPECTION
1. Prepare comprehensive field inspection forms that will incorporate all observations made during the inspection. Such forms will be approved by the Authority prior to start of inspection.
2. Field Inspection.
a. Conduct the field inspection survey in accordance with the approved inspection procedure. As a minimum, conduct a close visual inspection including, but not limited to the exposed surfaces of the various underground structures, sump pits, vent shafts, stairwells, framing systems, columns, bracing, connections, retaining walls, bearing walls, utility supports, safety railings, etc. and minor buildings, head houses, vents, hatches, etc, that comprise the structures to be inspected. In addition, for vehicular tunnels, inspect electrical, mechanical, structural, fire protection & life safety systems, as appropriate, including the tunnel ventilation system.
Should areas of suspect integrity be revealed, recommend the performance of in-depth analyses as deemed necessary for the determination of the structure’s condition. These in-depth analyses may include physical testing, review of original design calculations, and engineering calculations to check the structural adequacy in the present condition. Additional compensation for in-depth analyses may be warranted.
b. At a minimum, elements to be inspected may include, but not be limited to, the following, as determined by the Consultant:
· All tunnel structural and non-structural elements including the ventilation system whose failure could pose a threat to the public safety or whose condition could cause or accelerate deterioration of the structure shall receive a 100% visual inspection.
· All non-redundant and fracture critical elements as well as all fatigue prone details, special emphasis details and all structural elements whose condition is suspect regardless of location shall receive 100% hands-on inspection.
· The top and underside of the Roadway and ceiling slabs. The underside of the concrete slabs shall be sounded with a hammer. All areas of hollow-sounding concrete, which are observed to be loose, bulging, delaminated and/or cracked, shall be removed on an immediate basis with a chipping hammer or a light pneumatically powered gun. If the concrete cannot be removed in this manner, the concrete should remain in place and located on the deficiency location plan as “hollow sounding”.
· The tunnel’s wall and ceiling tiles shall be inspected. All suspected areas shall be sounded with a mallet. All hollow-sounding tiles, which are observed to be loose, bulging, delaminated and/or cracked, shall be removed on an immediate basis. If the tiles cannot be removed, the tiles should remain in place and located on the deficiency location plan as “hollow sounding”.
· Inspection of the tunnel ventilation system, electrical systems, lighting, fire protection & Life safety systems, etc. including electrical, mechanical and fire protection engineering disciplines as required by the National Tunnel Inspection Standards (NTIS) in accordance with FHWA guidelines for vehicular tunnels.
c. Remove any mud, dirt, debris, vegetative growth, loose scale, or rust through use of chipper hammers, scrapers and wire brushes to gain access, as required for performance of a thorough visual inspection, and for determining the extent of deterioration.
d. Elements Identification and Quantities. The consultant shall review the previously prepared DOT vehicular tunnel inspection elements and when necessary, the base element quantities. Changes in the elements should be brought to the attention of the QAD Project Manager when they are identified.
e. The inspection of the ventilation buildings and other buildings is limited to those elements related to Vehicular Tunnel operations. Therefore, it shall not include the facade (with the exception of the ventilation louvers), roof, staircases, elevators and any space or system which is not required for specific operation of the tunnel. The previous DOT elements for element level inspections should provide guidance to identify elements not included in the inspections.
3. The Consultant shall immediately contact the Project Manager if, during the course of inspection or at any time, the Consultant determines that:
a. Immediate repair or shoring of any element is required to assure the integrity of the structure and/or public safety (Immediate Action is defined in Task C).
b. A critical finding requires “immediate” action including possible closure of the tunnel where safety or structural concerns are identified using criteria established in the National Tunnel Inspection Standards (NTIS) in accordance with FHWA guidelines for vehicular tunnels.
c. Evidence of recent settlement or abnormal movement is detected.
4. When Immediate Actions are encountered during the field inspection the Consultant shall:
a. Verbally notify the Engineering Quality Assurance Project Manager (QAD PM)
b. Verbally notify the Facility Liaison and Operations Manager.
c. Cordon off the area and/or keep the area closed until interim remedial measures are taken prior to permanent repairs being completed.
d. The lead team leader must email or fax the same day or next morning to the QAD PM a letter describing in detail the condition found with repair recommendations followed by sketches and photos.
e. Any extra work related to developing remedial action or repairs, or providing construction supervision, shall be performed by the Consultant subject to Authority approval.
f. Additional compensation for an Immediate Action response shall be computed in accordance with provisions of the paragraph of the Agreement relating to compensation.
5. Consultant shall obtain all permits including confined space and lane closures and provide all inspection equipment, watercraft, rigging, scaffolds, ladders, instruments, tools, etc., required to inspect the structure, as well as maintenance of traffic (lane closures at Lincoln Tunnel & Holland Tunnel only will be provided by facility. Consultant is responsible for shadow vehicles and inspection equipment).
6. Provide all section losses that could possibly affect the rating of the tunnel roadway framing to the Authority’s Project Manager for approval prior to updating the latest Load Rating. Submit the section properties on a grid calculation page signed and sealed by the Quality Control Engineer with an attached framing plan noting the location of the loss including the distance in the span at which the loss occurs.
7. Meet with the Authority staff from time to time as directed by the Project Manager to review the progress of the inspection. Prepare comprehensive field inspection forms incorporating all observations made during the inspection. Indicate the condition of all areas inspected including those found to be satisfactory and take color photographs as required. As a minimum, photographs shall be taken for all conditions that require priority repairs, safety repairs and other significant findings. All photographs shall display the date and time when the photograph was taken.
8. At the completion of the fieldwork, the consultant shall make a PowerPoint presentation of findings to QAD. The presentation shall highlight the recommended repairs at each structure and specifically present findings concerning all Priority, Safety and significant Routine repair recommendations. A comparison of current to previous Priority repairs shall be presented.
TASK B: REPORT
1. Vehicular Tunnel Information Submittal At the completion of Task B, the Consultant shall prepare and upload the element rating data and load rating summary for each tunnel to NYSDOT and NJDOT using AASHTO Tunnel Module Software or as otherwise directed.
2. Condition Survey Report The Consultant shall prepare and submit Condition Survey Reports using the NEW SID. The reports shall include the following:
· All information on the condition of the existing structures / systems gathered during the inspection.
· Clear color photographs of all recommended priority repairs, safety repairs and other significant findings shall be included. All photographs shall bear the date and time when the photograph was taken. Photographs of repaired areas shall not be included in the report but shall be taken and saved as a non-report photo.
· Complete deficiency location plans of the structures, referencing the locations of all deficiencies found and all photos included in the report. Original drawings and drawings from the previous condition survey reports will be provided to create the location plans. Prioritize conceptual recommendations for any rehabilitation or repairs required to restore and maintain structural integrity.
· When new locations of a previous type of repair are found, these locations shall not be given a new Report Repair Number but shall be added to the previous repair number. However, New Repairs and new locations of a previously recommended Repair will be assigned new tracking number.
Deficiencies that must be repaired immediately are referred to as “Immediate Actions” as defined below (also see Task B. Item 3). Documentation of Immediate Actions is included in an Appendix of the report.
“Immediate” Requires immediate action including possible closing of the structure or areas affected for safety reasons until interim remedial measures, such as shoring or removal of potentially unsafe structures (or elements) can be implemented. These closings or interim remedial actions, if any, always require immediate action upon discovery.
The recommendations included in the Condition Survey Report shall be tabulated using the NEW SID system and listed in order of priority in four categories, which are defined as follows:
“Priority” Conditions for which no immediate action may be required or for which immediate action has been completed, but for which further investigations, design and implementation of interim or long-term repairs should be undertaken on a priority basis, i.e. taking precedence over all other scheduled work.
“Safety” Condition that presents a potential hazard and…
