About this file
This document is an Addendum #1 for a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey (PANYNJ) for Performance of Expert Professional Facility Condition Surveys for Tunnels and Waterfronts on a "Task Order" basis for a four-year term (RFP# 6000002490). The RFP seeks professional services for conducting comprehensive condition surveys of the Port Authority's structural assets, specifically tunnels and waterfront structures. The pre-proposal meeting was held on October 21, 2024, and the proposal submission deadline remains 2:00 P.M. on November 13, 2024. The services will be solicited via task order solicitations and may include scope-specific tunnel or waterfront inspection work, augmentation of Port Authority staff with on-site inspectors, and performing detailed structural condition surveys.
The document outlines specific requirements for the proposed services, including performing condition surveys, reviewing existing documentation, preparing comprehensive field inspection forms, taking photographs, presenting findings to Authority staff, and compiling reports using the QAD Structural Integrity Database. Insurance requirements are extensive, including Commercial General Liability ($5 million), Automobile Liability ($5 million), Workers' Compensation, Cyber Liability ($2 million), and Professional Liability Insurance ($2 million). The Port Authority has diversity and inclusion goals, including 20% Minority-owned business enterprises (MBE), 10% Women-owned business enterprises (WBE), and 3% Service-disabled Veteran-owned businesses (SDVOB). Joint venture partnerships are not allowed under this task order program, and the Management and Technical Approach sections are not required for this RFP.

ADDENDUM #1
Dear Sir or Madam:
The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.
Question #1: Is the Authority able to provide the list of the subject RFP’s attendees and the presentation from the October 21, 2024 pre-proposal meeting?
Answer #1: The Authority has attached the subject pre-proposal meeting’s attendee list and presentation for your reference.
Question #2: Are joint venture partnerships allowed for the subject RFP?
Answer #2: Joint venture partnerships shall not be considered under the “Task Order” Program.
Question #3: Are the Management and Technical Approach sections needed?
Answer #3: The Management Approach and Technical Approach sections are not required for this RFP.
Question #4: Do we need a Professional Engineer from New York and New Jersey or is one state ok?
Answer #4: State licensure requirements are included in the Proposer Requirements section and determine the state or states the firm may perform services. Either New York or New Jersey will be accepted, but having both states increases potential task orders that can be assigned.
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on November 13, 2024.
