Summary: Addendum No. 1 to Hi-Country Estates Fire Hydrant Replacement Project 2026

This document is Addendum No. 1 to the bid documents for the Hi-Country Estates Phase 1 Fire Hydrant Replacement Project, issued by Hi-Country Estates Homeowners Association on September 22, 2026. The project involves the replacement of 15 fire hydrants within the Hi-Country Estates subdivision in Herriman, Utah, including associated water main connections, valve installations, and site restoration. The scope encompasses excavation, trench backfill, pipe installation (PVC C900 in 6-, 8-, and 10-inch diameters), asphalt removal and patching, road base restoration, landscape restoration, and quality control testing. Key bid quantities adjusted in this addendum include hydrant lateral pipe reduced from 510 LF to 150 LF, tee fittings adjusted from 7 and 2 EA to 6 and 3 EA respectively, backfill and base materials reduced from 344-518 tons to 272-482 tons, asphalt removal reduced from 450 SY to 334 SY, and new bid items added for temporary road patching (73 tons) and AC pipe removal (300 LF). The addendum also clarifies the hydrant lateral length as 10 feet per hydrant, requires a 4-foot concrete pad at all locations, and adds payment items for AC pipe removal per Utah DAQ Rule R307-801. The pre-bid conference was held on September 17, 2026, with bids due September 29, 2026 at 3:00 PM at Sunrise Engineering Office. Substantial completion is required within 100 calendar days, with final completion within 130 calendar days. A winter work stoppage may be issued by the owner without affecting contract time.

The contract includes 22 bid items with unit prices for materials and labor. The engineer's estimate for the project is $121,000. Contractors must account for construction water meter rental costs including a $1,000 deposit, $220 monthly base rate, and $2.50 per 1,000 gallons usage charge. The addendum clarifies that Davis-Bacon wage determination UT20260097 (Modification 1, dated May 18, 2026) applies and that the owner will provide excavation dumping space for 30 truck loads and temporary staging space for 15 truck loads within Hi-Country Estates. A unit price adjustment threshold of 50 percent is established for contract price modifications. The contractor must obtain approval from Unified Fire regarding work sequencing and coordinate to minimize fire hydrant shutdown durations. AC pipe removal is expected and is the contractor's responsibility, including compliance with Utah environmental regulations and required inspections. Performance and payment bonds are required, with a 1-year warranty bond required after substantial completion. Insurance requirements include workers' compensation, commercial general liability, automobile liability, pollution liability, and professional liability as applicable. Specifications and standards referenced in bid items are found in Utah APWA Standard Specifications (2026) and Herriman City Development Standards (8th Edition, 2024). Bidders must submit required qualifications, evidence of state contractor licensing, and list of proposed subcontractors and suppliers.

2.7 CLARIFICATIONS AND RESPONSE TO QUESTIONS

A. AC pipe handling: The Contractor is required to follow R307-801 for handling AC pipes however, partnering with another firm is not a requirement.

B. Area for dumping excavated soil: There will be space provided from the Owner inside Hi-Country Estates for 30 truck loads of excavated material.

C. Area of temporary construction staging and stockpiling (import backfill and road base materials): There will be space provided from the Owner inside Hi-Country Estates for 15 truck loads of excavated material.

D. The Owner will issue a winter stop (work suspension) if temporary paving is required due to trench excavation limits, allowing the Contractor to return and complete permanent paving when weather conditions permit. Issuance of a winter stop will not modify the contract time (calendar days) allotted for substantial or final completion unless a contract time extension request is submitted by the Contractor and approved by the Owner. Any costs associated with a winter shutdown shall be included in the Contractor’s bid.

E. Question: Would the city be opposed to using all ROMAC fittings including valves and hydrants? *This would be huge for timing on replacements and getting residents back into service.

Answer: If the ROMAC fittings meet all AIS requirements, and provided the Contractor submits any required variances for review and approval, the City would be open to considering the use of those fittings.

F. Question: The project manual includes Davis-Bacon Wage Determination UT20260097, Modification 0, dated January 2, 2026. SAM.gov currently lists Modification 1, dated May 18, 2026. Can you please confirm which modification bidders should use for pricing and certified payroll?

Answer: Please reference the most up to date wage determination.

G. Question: I am wondering if you have an engineer's estimate for this project (Hi-Country Estates Fire Hydrant Replacement)?

Answer: It’s $121k.

H. Question: Do we need to account for the construction water, meter fee, and cost of usage?

Answer: The Contractor will need to rent a hydrant meter for the project. A $1,000 deposit is required, along with a monthly base rate of $220 and a usage charge of $2.50 per 1,000 gallons.

I. Question: Would the city be ok to add flow-fill to the ROMAC couplings to prevent AC pipe shearing in the future?

Answer: Flow filling around the ROMAC Macro couplings is not required. If the Contractor elects to flow fill, it will be considered a means-and-methods item. If flowable fill is used, it should not extend above the midpoint of the fitting. In addition, the fitting should be poly-wrapped prior to placement of any flowable fill. Fully encasing the coupling with flowable fill is not allowed.

J. Question: Sheet C-1 Detail A carries two leader notes reading 'EXISTING WATER MAIN SIZE VARIES (MATERIAL MOST LIKELY AC, BUT CONTRACTOR TO VERIFY)'. The federal/DDW boilerplate states 'If asbestos is encountered during this project, Contractor shall follow standards for handling according to UAC R307-801.' But SC-5.06 lists hazardous-environmental reports as 'No such Report' and drawings as 'No such drawings', and the Bid Schedule contains no asbestos item. GC 5.06.G says the Contractor is NOT responsible for removing a Hazardous Environmental Condition 'unless such removal or remediation is expressly identified in the Contract Documents to be within the scope of the Work', while GC 5.06.I limits the Owner's indemnity to conditions 'not shown or indicated in the Drawings'. The drawings DO indicate it. Does the Owner have any record, test result or prior inspection identifying the material of the existing water mains at the fifteen hydrant locations? If the existing pipe is asbestos cement, is its removal within the scope of Bid Item 16, and if so will the Owner add a pay item for asbestos handling, abatement and disposal — or will the Owner confirm in writing that AC removal will be handled by Owner-directed change order under GC 5.06? Please also confirm who is responsible for the inspection required by UAC R307-801-9 and for the DEQ notification.

Answer: AC pipe removal will be encountered in the work. A bid item has been added to the bid schedule. Payment shall be made under Bid Item 22. The Contractor is expected to follow all requirements per UAC R308-801 and responsible for all work related to the AC pipe removal.

K. Question: SC-5.03.E: reports of explorations and tests of subsurface conditions containing Technical Data = 'No such reports'. SC-5.03.F: drawings of existing physical conditions = 'No such drawings'. ITB 5.02.B Other Site-related Documents = 'None'. Meanwhile Sheet G-3 Note 7 requires the Contractor to include 'THE COST FOR ALL EXCAVATION, AND DISPOSAL OF EXCESS AND UNSUITABLE MATERIAL IN THE CONTRACT UNIT PRICE FOR THE RELATED BID ITEM', and the Bid Schedule contains no excavation or rock item. Does the Owner or Engineer hold any geotechnical report, test pit log, pothole record, as-built drawing or prior-project information for the Hi-Country Estates Phase 1 distribution system that would indicate soil type, rock depth or groundwater at the fifteen hydrant locations? ITB 5.02.D says the Owner will make such documents available on request. If none exists, will the Owner add a rock-excavation pay item or a unit price for unsuitable material?

Answer: There are no reports for subsurface conditions for this project. Groundwater is not expected. Additional pay item will not be added.

L. Question: SC-13.03 reads: 'Contractor or Owner shall be entitled to an adjustment in the unit price with respect to an item of Unit Price Work if: the extended price of a particular item of Unit Price Work amounts to [number] percent or more of the Contract Price ... and the variation in the quantity of that particular item ... differs by more than [number] percent from the estimated quantity of such item indicated in the Agreement'. Both percentage thresholds in SC-13.03 are unfilled template blanks. Please issue an Addendum stating the two percentages.

Answer: 50%. See Part 2.2.L of this addendum.

M. Question: Agreement 4.01.B: Substantial Completion within 100 calendar days, final payment readiness within 130 calendar days. SC-4.05 retains the requirement to prove 'abnormal weather conditions' but the entire definition — precipitation threshold, temperature thresholds, named weather monitoring station, and the Exhibit B 'Foreseeable Bad Weather Days' table — is struck through. Bids open 29 September 2026; ITB 20.01 allows 15 days after Notice of Award for execution and bonds. With a realistic Notice to Proceed in mid-to-late October, the 100-day Substantial Completion date falls in late January or early February. At this elevation asphalt plants are seasonally closed and compaction of granular backfill in frozen ground is not achievable. Will the Owner (a) provide for a winter shutdown that does not count against the Contract Times, (b) set a spring Substantial Completion date, or (c) issue an Addendum defining 'abnormal weather conditions' with objective thresholds and a named weather station so that time extensions can actually be established?

Answer: Owner will issue winter stop that does not count against the Contract Times. See Part 2.7.D in this addendum.

N. Question: SC-6.03 leaves every policy limit as a bare '$': Workers' Compensation employer's liability (each accident, each employee, policy limit), stop-gap liability, CGL General Aggregate, Products-Completed Operations Aggregate, Personal and Advertising Injury, Bodily Injury and Property Damage Each Occurrence, Automobile Liability, Contractor's Pollution Liability (each occurrence and general aggregate), and Contractor's Professional Liability. 'Other Additional Insureds' still reads '[Here list by legal name (not category, role, or classification) other persons or entities to be included as additional insureds.]'.

Separately, the Supplementary Condition that would have made the Owner purchase builder's risk is struck through, which leaves GC 6.04.A in force and places builder's risk on the Contractor — but the clause capping the Contractor's builder's risk deductible is struck as well, and the transit and debris-removal sublimits are left blank. Please issue an Addendum stating every required policy limit and naming the additional insureds by legal name. Please also confirm that the Contractor is to purchase builder's risk under GC 6.04.A, and state the maximum deductible and the transit and debris-removal sublimits that apply.

Contractor's Pollution Liability with a three-year tail in particular cannot be bound or priced against a blank limit.

Answer: Insurance shall be covered by the Contractor as specified by GC 6.04.A. There are no additional insureds.

O. Question: Sheet G-3 Note 32: 'ALL CONNECTIONS TO EXISTING PIPE SHALL BE POTHOLED PRIOR TO ORDERING FITTINGS.' Detail A Note 1: 'CONTRACTOR SHALL POTHOLE AND CONFIRM WITH ENGINEER & OWNER & HERRIMAN CITY PRIOR TO ORDERING MATERIALS AND INSTALLATION.' SP 02 41 20 SP Section Includes: 'Utility investigation at all connections to existing pipe and all utility crossings.' But Bid Item 19 Measurement states: 'Areas to be excavated MUST BE AGREED UPON with Resident Project Inspector in order to be paid' and covers investigation 'as required by the ENGINEER'. Detail A shows two Romac coupling tie-in points at every connection, so complying with Note 32 requires roughly 30 potholes across the fifteen sites before any fittings can be ordered. Is that mandatory pre-order potholing measured and paid under Bid Item 19, or is it incidental to other items? If it is paid under Item 19, please confirm the 42 HRS estimated quantity is intended to cover it, since 42 hours is 2.8 machine-hours per site.

Answer: Potholes should only be performed after obtaining approval from Owner/Engineer. Payment is covered under Bid Item 19.

P: Question: Sheet G-3 Note 39: 'TO MAINTAIN A LEVEL OF FIRE PROTECTION FOR HOMES, IT IS NOT ALLOW THE CONTRACTOR TO HAVE ADJACENT HYDRANTS OUT OF SERVICE AT THE SAME TIME.' How is 'adjacent' defined for the purpose of Note 39 — by a distance, by hydrants on the same main, or by hydrants on the same street? Several of the fifteen locations are more than half a mile apart (for example 14054 S Cedar Glenn Cir and 7850 W Turkey Canyon Ln). Confirming this determines whether two crews can work concurrently, which is central to meeting the 100-day Contract Time.

Answer: Adjacent fire hydrants within the same isolated segment may be taken out of service and replaced simultaneously. The Contractor shall plan and sequence the work to minimize shutdown durations. The Contractor is also required to coordinate with Unified Fire regarding the proposed work sequence and obtain approval of the work plan prior to commencing work.

Q: Question: Bid Item 17 Measurement & Payment, Backfill Quality Control Requirements: 'The number of compliance tests required is one density test per lift in each 200 feet of trench in a random location. And one density test per lift within each 25 square feet of area under pavement.' Followed by: 'Deficient number of required tests measured in percent will result in a pay reduction up to 25 percent of the classification of work (Bid Item) required compacted backfill material.' And: 'An uncompacted backfill lift is 8 inches thick.' Taken literally, one density test per lift per 25 square feet of pavement area would require approximately 850 nuclear density tests on this project. Is '25 square feet' intended to read 250 square feet, 2,500 square feet, or 25 square yards? Please confirm by Addendum, because Item 17 is a lump sum and the difference is roughly $70,000. Answer: One compaction test per hydrant location per lift.

R: Question:SC-13.01's paragraph naming the equipment rental rate book ('The equipment rental rate book that governs the included costs for the rental of machinery and equipment owned by Contractor ... is the most current edition of [name of equipment rental rate book]') is struck through, as is the paragraph defining 'small tools and hand tools' by a price threshold. Given that several significant scope areas on this project are likely to move by change order, will the Owner name an equipment rental rate book (for example EquipmentWatch / the Rental Rate Blue Book) and a small-tools threshold by Addendum, so that Cost-of-the-Work pricing under GC 13.01 has an agreed basis?

Answer: Owner will not provide equipment rental rate book.

S: Question: All three alternative SC-7.03 clauses defining working hours are struck through. The surviving SC-7.03.D reads: '[Contractor] shall be responsible for the cost of any overtime pay or other expense incurred by the Owner for Engineer's services (including those of the Resident Project Representative, if any) ... occasioned by the performance of Work on Saturday, Sunday, any legal holiday, or as overtime on any regular work day.' What are the regular working hours and permitted work days for this project, and what hourly rate will the Owner charge back for Engineer and Resident Project Representative overtime? Also, do Herriman City ordinances or Hi-Country Estates HOA rules impose any noise or hours restriction on this work?

Answer: Regular working hours are M-F 8 am to 5 pm. If assistance (such as water shutdown) is needed outside of regular working hours, the Contractor will need to pay overtime for Herriman City’s on-call person.

T: Question: The Project Manual Table of Contents lists 'C612 Warranty Bond' among the Division 00 documents, and Agreement 7.02 lists 'Warranty Bond, if any' among documents that may be issued after the Effective Date. But SC-6.01.B

— both the extended correction period and the entire EJCDC C-612 warranty bond requirement — is struck through in its entirety. Is a warranty bond required on this project, and is the correction period one year (the GC 15.08 default, since SC-6.01.B is struck) or longer? A warranty bond is roughly 0.5 to 1.0 percent of contract value and is not carried in bids prepared on the basis of the struck clause. Answer: The performance bond should include 1-yr warranty for the work.

U: Question: SP 02 41 20 SP, Site Conditions: 'Reinforced concrete paving may exist beneath roads.' Execution: 'Remove asphalt concrete and any reinforced concrete pavement within area of saw cut.' But Bid Item 12 is titled 'Asphalt Removal', is measured in square yards of ASPHALT removed, and its payment description covers only 'saw-cutting, removal, loading, hauling, disposal of asphalt pavement'. Does the Owner have information indicating where reinforced concrete pavement exists beneath the roadway at any of the fifteen hydrant locations? If reinforced concrete is encountered within the saw-cut limits, under which bid item is its removal and disposal measured and paid?

Answer: Removed reference to concrete pavement from SP 02 41 20. Removal of concrete paving is not expected for this job.

V: Question: General Decision UT20260097, Mod 0, dated 01/02/2026 (Heavy Construction, Salt Lake and Tooele Counties) lists: Line Construction Lineman, Electrician, Power Equipment Operator (Mechanic), Power Equipment Operator (Loader), Laborer (Landscape), Traffic Control (Flagger), Truck Driver (Dump Truck), Carpenter (Form Work Only), Cement Mason/Concrete Finisher, Laborer Common or General, Laborer Pipelayer, Operator Backhoe/Excavator/Trackhoe, and Operator Bobcat/Skid Steer/Skid Loader. It contains no asphalt paver operator, no roller operator and no foreman classification. Asphalt paving is required under Bid Item 13 and CW-02 Note 5 requires mechanical paving equipment. Since UT20260097 contains no paver or roller operator classification, will the Owner initiate the additional classification (conformance) process under 29 CFR 5.5(a)(1)(ii) now, rather than after award? Also please confirm which wage determination modification will be incorporated into the Contract, since DOL modifications issued before award can govern.

Answer: Refer to Part 2.7.F of this addendum.

W: Question: ITB 18.05: 'Bid prices will be compared after adjusting for differences in time of Substantial Completion (total number of calendar days to substantially complete the Work) designated by Bidders ... The method for calculating the lowest bid for comparison will be the summation of the Bid price shown in the Bid Form plus the product of the Bidder-specified time of Substantial Completion in calendar days times the rate for liquidated damages $500.00 in dollars per day.' But Agreement 4.01.B fixes Substantial Completion at 100 calendar days, and the Bid Form's TIME OF COMPLETION section contains no blank for a bidder to designate a duration. Will bids be compared using the ITB 18.05 time-adjustment formula? If so, where on the Bid Form does a bidder designate its proposed time of Substantial Completion, and does a bidder-designated duration supersede the 100 calendar days stated in Agreement 4.01.B? If ITB 18.05 is not intended to apply, please delete it by Addendum.

Answer: Bids will only be compared by cost.

X: Question: Bid Item 18 Measurement & Payment: 'The CONTRACTOR will be listed as an Operator and Ogden City will be listed as the Owner' and 'Ogden City may request documents associated with the project for up to three years from the date the site is finalized.' American Iron and Steel section: 'The Contractor acknowledges to and for the benefit of Irontown Property Owners Association ("Purchaser") and the Utah Division of Drinking Water (the "State")...' Please confirm by Addendum that the correct Owner for all purposes — including the Construction General Permit Notice of Intent, the SWPPP, and the American Iron and Steel certifications — is Hi-Country Estates Homeowners Association, and correct the references to Ogden City and Irontown Property Owners Association. Answer: The correct Owner for all purposes - including the Construction General Permit Notice of Intent, the SWPPP, and the American Iron and Steel certifications — is Hi-Country Estates Homeowners Association.

Y: Question: Herriman standard detail CW-15 on Sheet D-1: 'VALVE MUST BE FLANGED TO TEE. IF HYDRANT IS NOT OFF A TEE, THEN THE ISOLATION VALVE SHALL BE LOCATED A MINIMUM 20 FEET FROM THE HYDRANT.' Sheet C-1 Detail A shows the 6-inch gate valve set part-way along the 30-foot lateral, well away from the tee, and labels it '6" GATE VALVE MJ X FL' with a separate 'NEW TEE MJ X FL'. Sheet G-3 Note 1 requires compliance with Herriman City Engineering Standards. Which governs — Detail A on Sheet C-1 or Herriman standard detail CW-15? This determines whether the gate valve is flanged directly to the tee (changing the fitting configuration and restraint count at all fifteen locations) or set out along the lateral. Fittings cannot be ordered until this is settled, given General Note 32.

Answer: The 6” gate valve is directly flanged to the tee on Detail A, Sheet C-1.

Z: Question: Bid Item 15 Measurement: 'Measurement will be made by actual count per each restored area (EA).' Payment: 'furnishing all labor, equipment, topsoil, seed, sod, mulch, irrigation repairs, vegetation replacement, grading, cleanup, and all materials necessary to restore disturbed landscaped areas to equal or better condition than existed prior to construction.' SP 32 94 00 SP adds a nine-species native grass and wildflower seed mix, trees per APWA 32 94 43, ground cover per APWA 32 93 13 and an underground irrigation system per APWA 32 84 23. No drawing in the set shows any landscape area or disturbance limit. What is the assumed extent of one 'restored area' for Bid Item 15 — is there a square-foot or square-yard limit per location? Which of the fifteen locations involve maintained landscaping, sod, irrigation systems or trees as opposed to native vegetation in the right of way? Would the Owner consider converting Item 15 to a unit price per square yard so that bidders are pricing a measurable quantity?

Answer: It is assumed that each hydrant replacement location needs 3 SY of landscape restoration.

AA: Question: Sheet G-3 Note 18: 'CONTRACTOR TO REPLACE OR

REESTABLISH DRAINAGE SWALES, CULVERTS, AND/OR DRIVEWAY AS REQUIRED FOR HYDRANT REPLACEMENT WORK AND CONNECTION TO WATER MAIN.' No bid item covers culverts or driveways and no drawing shows a culvert location. Under which bid item is the replacement or re-establishment of drainage swales, culverts and driveways measured and paid? Are any culvert crossings known at the fifteen hydrant locations?

Answer: Contractor shall restore disturbed areas to pre-construction condition. This includes any drainage swales that may be impacted. If culverts or driveways are impacted, that will be paid through a change order.

AB: Question: Herriman CW-02 Note 7: 'ASPHALT AND UBC THICKNESS SHALL BE THE MINIMUM THICKNESS OUTLINED IN HERRIMAN CITY STANDARD, OR ASPHALT AND UBC THICKNESS SHALL BE 1 INCH THICKER THAN THE EXISTING SECTION, WHICHEVER IS MORE STRINGENT.' Sheet C-1 Note 2: 'ASPHALT PATCH SHALL BE A TRENCH PATCH WITH MIN 4" THICK NEW ASPHALT.' Bid Item 14 is titled 'APWA Road Base (8" THK)'. What is the existing asphalt and untreated base thickness at the fifteen locations? If the existing section is 4 inches of asphalt, CW-02 Note 7 would require a 5-inch patch, which is approximately 31 percent more asphalt than the 98 tons in the Bid Schedule. Please confirm the pavement section bidders should price.

Answer: Existing thickness of asphalt and road base is unknown. The roads within Hi-Country Estates are private roads. Provide bid based on quantities in the bid schedule. Assumption is 4”-thk asphalt and 8”-thk road base. A 20% contingency was added to the road base quantities. Weight tickets shall be submitted to receive payment for all import materials.

AC: Question: The Bid Schedule implies seven 6-inch, six 8-inch and two 10-inch existing mains (Items 4, 6 and 8), but Sheet C-1 lists the fifteen addresses with no main size assigned to any of them, and Detail A says 'EXISTING WATER MAIN SIZE VARIES'. General Note 32 bars ordering fittings until all connections have been potholed and agreed. Does the Owner hold record drawings, a system map or valve records showing the existing main size and material at each of the fifteen addresses listed on Sheet C-1? Having that information at bid would let the successful bidder release long-lead AIS-certified fittings much earlier, which directly affects the achievability of the 100-day Contract Time.

Answer: The Engineer reviewed the GIS when putting together the quantities for the tees. An isolation valve map is provided with this addendum. GIS information can be made available to the awarded Contractor.

AD: Question: Sheet C-1 Detail A: 'LENGTH VARIES, ASSUME 30' FOR BIDDING PURPOSES' for the hydrant lateral. Bid Schedule Item 2 quantity is 510 LF, which is 34 feet per hydrant across fifteen sites. CW-15 Note 5 requires the hydrant edge to be a minimum of 6 inches from the sidewalk edge, within 2 feet of a property line for residential, not within 5 feet of a streetlight or utility box, and (Note 3) '3' MINIMUM AWAY, FROM DRIVE APPROACH, MAILBOX, TREE, METER BOX, UTILITY BOX, OR ANY OTHER OBSTRUCTION.' CW-15 also shows a '4' WIDE CONCRETE PAD AROUND HYDRANT ON CENTER BETWEEN SIDEWALK AND CURB' and states 'EXTENSIONS NOT ALLOWED UNLESS APPROVED BY CITY ENGINEER.' Does the 510 LF in Item 2 reflect an allowance for relocating hydrants to satisfy the CW-15 placement requirements? Are the new hydrants to be installed in the existing hydrant locations, and if an existing location does not meet CW-15 clearances, who decides the new location and under which item is the additional lateral paid? Finally, since there is no sidewalk or curb at these rural locations, is the 4-foot concrete pad required, and if so where is it located relative to the hydrant?

Answer: Hydrant lateral length changed to 10 ft per hydrant. The 4-foot concrete pad is required at all hydrant locations.

AE: Question: Bid Item 11 is titled 'Trench Backfill (2" Minus A-1-a)'. CW-02 Note 6 requires 'GRANULAR BACKFILL BORROW' per APWA Section 31 05 13 for all areas under existing, new or future roadways. Will 3-inch minus A-1-a granular backfill borrow meeting APWA Section 31 05 13 be acceptable in lieu of the 2-inch minus stated in Bid Item 11, provided the material otherwise meets the specification and compaction requirements?

Answer: No, please stick to the 2-inch minus.

AF: Question: Bid Item 18 Measurement & Payment: 'Payment covers the cost of furnishing and installing project signage in accordance with Section 01 58 00.' The Project Manual's Division 01 table of contents runs 01 11 00 through 01 78 50 and does not list Section 01 58 00. Section 01 58 00 is referenced for project signage but does not appear in the Project Manual. Please issue the section, or state the required sign size, quantity, content and materials.

Answer: Measurement & Payment updated for Bid Item 18.

AG: Question: Herriman CW-02 carries a callout reading 'RESTORE NATIVE GRAVEL SURFACED ROADWAY AREA WITH UNTREATED ROAD BASE PER SECTION 32 11 23. MATCH EXISTING THICKNESS PLUS 1" (MINIMUM 6" THICKNESS)', which indicates the Engineer expects some locations to be on unpaved roadway. The Bid Schedule's 450 SY of asphalt removal against 235 tons of road base implies roughly 110 SY more base than asphalt. No drawing identifies the surface type at any of the fifteen locations. Which of the fifteen hydrant locations are within asphalt-paved roadway and which are within native gravel surfaced roadway? This affects Bid Items 12, 13 and 14 directly, and the 450 SY / 98 TON / 235 TON quantities do not reconcile to a single consistent footprint.

Answer: Bidders are welcome to visit the project site to investigate existing site conditions. See pre-bid meeting notes.

AH: Question: Herriman CW-02 dimensions the trench as 9 inches plus pipe size plus

9 inches, with 6 inches of bedding below the pipe and 12 inches of cover above it, and a minimum 4 feet of cover (also Sheet G-3 Note 28). Applying those dimensions to the 1,110 LF implied by Detail A yields approximately 248 tons of pipe-zone material against the 344 tons in Item 10, and approximately 282 tons of granular backfill against the 518 tons in Item 11. What trench width, depth and material densities were used to develop the Bid Schedule quantities for Items 10 and 11? A CW-02 cross-section over the pipe lengths shown on Detail A produces roughly 28 percent less pipe-zone material and 46 percent less trench backfill than the Bid Schedule shows. Since payment is on actual quantities, bidders need to know whether the Engineer assumed over-excavation, sloped trench walls, or a different section.

Answer: The pipe zone cross section area was calculated based on detail CW-2. The trench zone cross section area was calculated assuming there will be some sloughing of soils. Trench zone backfill calculation was also simplified for the water main (6”, 8 “ and 10” mains) replacement sections. Depth of trench zone is from top of pipe zone to bottom of road base, assuming 8” road base and 4” asphalt, for paved areas. Both quantities include a 20% contingency to account for additional quantities due to a not perfectly straight trench wall, and compaction.

The Contractor shall not over excavate unless directed so by the Engineer. Trench width shall be kept at minimum width per Detail CW-2. Weight tickets shall be submitted to receive payment for all import materials.

Equation for pipe zone backfill is as follows:

=ROUNDUP((((((2*2)-(PI()*(3/12)^2))*10)*15)+((((2*2)-(PI()*(3/12)^2))*40)*6)+((((2.17*2.17)-(PI()*(4/12)^2))*40)*6)+(((2.33*2.33)-(PI()*(5/12)^2))*40)*3)*(145/2000)*1.2,0) Equation for trench zone backfill is as follows:

=ROUNDUP(((((0.5*(3+4)*3)*10)*15)+(((0.5*(3.33+4)*1.8)*40)*15))*(145/2000)*1.2, 0)

AI: Question: Sheet G-3 Note 38: 'BACTERIOLOGICAL SAMPLES WILL BE COLLECTED BY THE OWNERS REPRESENTATIVE.' Bid Item 17 Payment:

'Payment covers waterline pressure testing, leakage testing, disinfection, bacteriological sampling and testing, flushing, commissioning, and any retesting required due to failed tests resulting from the Contractor's operations.' Is bacteriological sample collection and laboratory analysis the Contractor's cost under Bid Item 17, or the Owner's, given General Note 38? Please also confirm whether the Contractor is responsible for obtaining the Utah DWQ temporary discharge permit for dechlorinated flushing water.

Answer: The project is located within Salt Lake County. If Salt Lake County requires a temporary discharge permit, then the Contractor is responsible for obtaining it. Waterline testing cost should be under Bid Item 17.

AJ: Question: The Project Manual Table of Contents lists 'UTAH APWA (2026) REFERENCE SPECS' and 'HERRIMAN CITY STANDARDS & SPECIFICATIONS MANNUAL (8TH EDITION, 2024)', and the Measurement and Payment descriptions cite APWA sections throughout. Will the Utah APWA

2026 specifications and the Herriman City Standards and Specifications Manual 8th Edition be issued to bidders, or is each bidder expected to obtain them independently? Please confirm which edition of the APWA manual governs, since the Manual says 2026 and the Herriman details on Sheet D-1 carry a 2024 standards update revision.

Answer: The Utah APWA standards specifications and plans (2026) can be found online: https://utah.apwa.org/education/utah-standard-plans-specifications/. The Herriman City Standards (8th Edition, 2024) can be found online: https://www.herriman.gov/development-info.

AK: Question: Bid Item 18 Payment requires the Contractor to obtain coverage under the Utah DWQ Construction General Permit UTRC00000 and to prepare a SWPPP approved by the City before construction. The federal boilerplate states: 'Construction projects which will disturb one or more acres will require coverage under the State of Utah General Permit.' Fifteen separate trench footprints of roughly 4,300 square feet total is well under one acre, although the sites may constitute a common plan of development. ITB 5.01.A also states that any additional lands required for temporary construction facilities or storage of materials 'are to be obtained and paid for by Contractor'. Does the Owner consider this project to require Construction General Permit coverage, and if so on what basis? Separately, will the Owner or the Hi-Country Estates HOA make a staging and material stockpile area available within the subdivision?

Answer: Contractor to verify with the DEQ and Salt Lake County if this project requires a permit. If a permit is not required, simple erosion and sediment control measures are still required to prevent pollution. See Part 2.7.B and 2.7.C for excavated soils dumping area and temporary staging area.

AL: Question: The Measurement and Payment description for each Bid Item cites one or more numbered specification sections as the basis for what is included in that item's price. We checked every citation against the Project Manual's own Table of Contents (pages 3–4) and against the full text of the 277-page document, and found that only two of the fifteen cited sections — both marked “SP” for Special Provision — actually appear as written specification text anywhere in the package. The other thirteen are a title and number only, and three of those thirteen do not appear even as a title in the Table of Contents. The table below lists every citation, the page on which it is cited, whether it is listed in the Table of Contents, and whether specification text for it exists anywhere in the document:

The two provided special provisions are themselves not self-contained: Section 32 94 00 SP (Landscaping, pp. 208–211) cites eight further sections — 31 05 13 Common Fill, 32 84 23 Underground Irrigation System, 31 23 23 Backfilling Structures and Landscapes, 31 25 00 Erosion and Sedimentation Control, 32 01 90 Plant Maintenance, 32 91 19 Landscape Grading, 32 92 00 Turf and Grasses, 32 93 13 Ground Cover, and 32 93 43 Tree — and Section 02 41 20 SP (Utility Investigation, pp. 206–207) cites two further sections — 01 57 00 Temporary Controls and 01 31 13 Coordination. None of those ten sections has specification text anywhere in the document either.

In total, thirteen specification sections governing the price basis of sixteen of the twenty Bid Items have no corresponding specification text in the 277-page Project Manual, and three of the thirteen (Sections 02 41 13, 32 12 16.13, and 01 58 00) are not listed anywhere at all, including the Table of Contents. Will the Owner issue the missing sections by Addendum, or confirm that the cited requirements are to be taken from the Utah APWA (2026) Reference Specifications and/or the Herriman City Standards & Specifications Manual (8th Edition, 2024) named on the Table of Contents? This is the same question raised in RFI-27 regarding the reference manuals generally; RFI-30 itemizes exactly which sections and Bid Items are affected.

Answer: The cited sections can be found from the Utah APWA Standard Specifications (2026). Not all specifications are listed in the Table of Contents. The standards and specifications governing the work are Utah APWA Specifications and Standard Plans (2026); Herriman City Development Standards (2024) and the Project Manual.
