About this file

This is an Appendix Five TX-RAMP Notification form issued by the University of Texas Health Science Center at San Antonio (UTHSCSA) Department of Purchasing in relation to a Payment Cards for Patient Studies procurement opportunity. The RFP pertains to the provision of a secure, electronic payment card system designed to reimburse clinical trial participants for expenses incurred during participation in UTHSCSA's clinical studies, including travel, meals, parking, lodging, and time-related burdens. The payment card system is intended to replace traditional paper-based reimbursement methods and streamline administrative processes across multiple study sites. The solicitation requires qualified vendors to demonstrate capability in providing a scalable, participant-friendly payment card service that ensures financial integrity, auditability, data protection, and HIPAA compliance. No specific response dates, due dates, site visits, bidder conferences, award dates, or contract terms are specified in this appendix.

This notification addresses Texas Government Code requirements under Senate Bill 475 of the 87th Legislative Session, mandating that state agencies comply with the TX-RAMP (Texas Risk and Authorization Management Program) framework when procuring cloud computing services. Proposers must select from four compliance options: (1) submit proof of existing TX-RAMP Certification, (2) declare that the service does not qualify as a "cloud computing service" and therefore does not require TX-RAMP Certification, (3) confirm initiation of the TX-RAMP Certification process with DIR, or (4) submit existing FedRAMP Certification alongside TX-RAMP submission documentation. The form requires proposers to provide their organization name, authorized signature, email address, and TX-RAMP Certification Level. Additional information regarding the TX-RAMP program and vendor certification process is available through the Texas Department of Information Resources (DIR).

APPENDIX FIVE

TX-RAMP NOTIFICATION

It has been determined that the RFP you are submitting a proposal for could require TX- Ramp Certification Level . As required in Senate Bill 475 of the 87th Legislative Session the Texas Department of Information Resources (DIR) must establish a state risk and authorization management program that provides “a standardized approach for security assessment, authorization, and continuous monitoring of cloud computing services that process the data of a state agency.”

To comply, DIR has established a framework for collecting information about cloud services security posture and assessing responses for compliance with required controls and documentation. Texas Government Code 2054.0593 mandates that state agencies, as defined by Texas Government Code 2054.003(13) must only enter or renew contract to receive cloud computing services that comply with TX-RAMP requirements.

A TX-RAMP Assessment Request can be requested online.
