About this file
This is a HUB Subcontracting Plan (HSP) Guidelines document issued by the University of Texas Health Science Center at San Antonio (UTHSA) for the San Antonio Breast Cancer Symposium (SABCS) Audiovisual Services solicitation. The document establishes mandatory requirements for submission of a correctly completed HSP as a prerequisite for advancing to the evaluation stage of the Request for Proposal process. The SABCS contract calls for comprehensive audiovisual production services to support a major international conference entering its 48th year, expected to attract over 10,000 attendees with approximately 2,000 presentations across four days at the Henry B. Gonzalez Convention Center in San Antonio. The required services encompass multi-room support, projection, audio, lighting, presentation management, and live streaming capabilities sufficient to accommodate simultaneous sessions and plenary audiences exceeding 7,000 attendees. The document does not specify response dates, due dates, site visit requirements, bidder conference details, award dates, or contract term information, as these details are contained in the primary RFP document.
The guidelines document does not contain specific pricing information, set-asides, incumbent contractor details, or funding sources. The solicitation explicitly states that UTHSA does not guarantee any specific amount of compensation, volume, minimum, or maximum amount of services under the contract. The primary emphasis of this guideline document is on compliance with HUB subcontracting plan submission requirements, with non-compliance resulting in disqualification from the proposal evaluation process. Additional contractual terms, pricing structures, and procurement specifics are addressed in the corresponding RFP documentation.

EXTREMELY IMPORTANT:
THE HUB SUBCONTRACTING PLAN (HSP) IS REQUIRED IN ORDER TO ADVANCE TO THE EVALUATION STAGE OF
THE REQUEST FOR PROPOSAL (RFP) or REQUEST FOR BID (RFB) PROCESS.
>>>>>>>>FAILURE TO SUBMIT A CORRECTLY FILLED OUT HSP WILL DISQUALIFY YOUR RESPONSE<<<<<<<< Contact HUBAdmin@uthscsa.edu for a COURTESY REVIEW of HSP in advance of bid submittal deadline. It is recommended that you reach out as soon as you receive the document to determine appropriate action and to allow yourself ample time to comply with State of Texas VETHUB Program requirements and deadlines as outlined in the HSP. Reach out with VETHUB questions via email to HUBAdmin@uthscsa.edu or call a HUB Team member.
Rebecca Mendez, HUB Program Manager (210) 562-6300 Mary Minier, HUB Specialist (210) 562-6326
All agencies of the State of Texas are required to make a good faith effort (GFE) to promote and encourage contracting and subcontracting opportunities for VETHUB Businesses in all contracts.
UT Health San Antonio has reviewed this solicitation and has determined that subcontracting opportunities are probable. Therefore, a HUB Subcontracting Plan (HSP) is required as part of the respondent’s submission.
Proposals that fail to comply with the HSP requirements will be considered non-responsive and will not receive consideration.
HSP Submission Respondent must submit:
One (1) electronic copy of the HSP to UT Health San Antonio at the same time the proposal is submitted, or as otherwise stated in the RFP.
Supporting documentation to the HSP, if required, HUB Subcontracting Opportunity Notices submitted to potential Service-Disabled Veteran (SDV) subcontractors and trade organizations/development centers.
University will only accept proposals submitted through the UT Health SA BONFIRE Procurement Portal
HSP Checklist When completing the HSP, please choose only one submission option as identified on the HUB Subcontracting Plan Quick Checklist cover page:
Special Note: When notifying VETHUB subcontractors and trade organizations/development centers of subcontracting opportunities under Option 3, GFE Method B, allow no less than seven (7) full working days to respond to bids.
Day of transmittal is considered to be “day 0” and does not count as one of the 7 working days. Day one
(1) of seven (7) starts the day after opportunity is sent via email to subcontractors. Documentation of notice to subcontractors must accompany HSP upon submittal at RFP submittal deadline.
A working day is considered a normal workday of a state agency, not including weekends, federal or state holidays or days the agency is declared closed.

The HUB Program promotes equal business opportunities for economically disadvantaged persons to contract with the State of Texas.
- - Agency Special Instructions/Additional Requirements - -
In accordance with 34 TAC §20.285(d), a respondent (prime contractor) may demonstrate good faith effort to utilize Texas certified HUBs for its subcontracting opportunities if the total value of the respondent’s subcontracts with Texas certified HUBs meets or exceeds the statewide HUB goal or the agency specific HUB goal, whichever is higher. When a respondent uses this method to demonstrate good faith effort, the respondent must identify the HUBs with which it will subcontract. • The respondent must seek approval from the contracting agency prior to making any modifications to its HSP, including the hiring of additional or different subcontractors and the termination of a subcontractor the respondent identified in its HSP. If the HSP is modified without the contracting agency’s prior approval, respondent may be subject to any and all enforcement remedies available under the contract or otherwise available by law, up to and including debarment from all state contracting.
• The respondent must, upon request, allow the contracting agency to perform on-site reviews of the company’s headquarters and/or work-site where services are being performed and must provide documentation regarding staffing and other resources.
