About this file

This is a construction specification document and invitation to bid issued by the State of Utah Division of Facilities Construction and Management (DFCM) for mechanical upgrades at Utah Schools for the Deaf and Blind (USDB) located at 742 S Harrison Boulevard, Ogden, Utah. The project involves replacement of one existing air handling unit (AHU) and replacement of a variable frequency drive (VFD) serving a heating hot water pump. The work is designated DFCM Project #26212230 and is classified as a Stage II invitation to bid limited to contractors prequalified under the Stage I prequalification process and currently listed on the DFCM Prequalified Contractors list as of the solicitation date. The construction cost estimate is $475,000.00. The project manual includes comprehensive specifications covering project management, coordination, payment procedures, submittal requirements, and construction progress documentation. The building remains occupied and operational during construction, requiring after-hours and weekend work coordination with the owner. The contractor must maintain weathertight conditions, coordinate utility shutdowns with at least two weeks' notice, comply with work restrictions including noise and controlled substance limitations, provide employee identification and drug screening, and accommodate owner occupancy throughout the construction period.

The contract will be executed under a single prime contract with all work and power outages coordinated between the contractor and owner. The owner has negotiated purchase contracts with suppliers for certain materials and equipment, which will be assigned to the contractor, with the contractor responsible for purchasing, receiving, handling, storage, and installation costs within the contract sum. Payment procedures require submission of a schedule of values, applications for payment on a monthly basis, waivers of mechanic's liens, and compliance with all submittal requirements including shop drawings, product data, and samples. The contractor must submit a startup construction schedule within seven days of notice to proceed, followed by a comprehensive Critical Path Method (CPM) schedule within 60 days, with monthly updates throughout the project. The contract specifies a maximum activity duration of 20 days unless approved by the engineer, includes 15 days minimum for startup and testing, and allows no more than 30 days for punch list completion. The engineer, identified as Spectrum Engineers, Inc., with Ryan Boogaard as Engineer of Record, will review all submittals within 15 days for initial review and 15 days for resubmittals, with sequential reviews requiring 21 days. The DFCM Project Manager is Mat Daley, and the owner's representative is Gabe Areno.
