USDC Raintree Mechanical Upgrades Project Summary

This file consists of approved specifications for DFCM Project #25198410, a comprehensive mechanical and plumbing upgrade to the Utah State Developmental Center (USDC) Raintree Building, prepared by WHW Engineering Inc. in January 2024. The project scope includes removal and replacement of all steam, condensate, and hot water heating piping; chilled water piping; plumbing domestic hot, cold, and recirculating piping; air handling units; exhaust fans; ductwork; VAV boxes; and the existing pneumatic control system with a new DDC control system. The work also encompasses replacement of domestic water storage tanks, water softener, heat exchangers, and associated equipment, along with required electrical modifications to accommodate the mechanical upgrades. This is a single prime contract project under standard DFCM conditions, with work limited to normal business hours of 7:00 a.m. to 5:00 p.m., Monday through Friday. All contractors and individuals working on site must submit BCI background checks, HIPAA agreements, and contractor agreements prior to commencing work.

The construction cost estimate for this project is $2,100,000.00. Only contractors prequalified under a Stage I Prequalification for Contractors and currently on the DFCM Prequalified Contractors list as of the solicitation date are eligible to bid. The project is located at Utah State Developmental Center, 898 North, 900 East, American Fork, Utah, and is owned by the State of Utah - Department of Human Services, with Lee Hutchins serving as the DFCM Project Manager. Specifications detail comprehensive requirements for divisions including General Requirements, Existing Conditions, Fire Protection, Plumbing, HVAC, and Electrical work, with mandatory compliance to NFPA 13 fire sprinkler standards, applicable codes including the 2021 International Building Code and IPC with Utah Amendments, and all testing, balancing, and commissioning requirements. The contractor must provide temporary heat for freeze protection of the fire sprinkler system and temporary fencing to secure the jobsite throughout construction.
