About this file

This is a janitorial services specifications document for the Division of Facilities Construction and Management (DFCM) in Utah, detailing requirements for janitorial contractor performance at the Utah State Archives located at 346 South Rio Grande Street, Salt Lake City, Utah. The contract encompasses comprehensive cleaning and maintenance services at the specified facility and represents a three-year award term. The specifications establish baseline cleaning standards and performance expectations that contractors must meet, with DFCM or authorized representatives conducting inspections on site at least monthly to verify compliance with acceptable cleanliness standards as determined by the occupying agency.

The specifications mandate strict security clearance requirements for all contractor employees, including E-Verify employment authorization confirmation, Utah criminal history records clearance, and national, state, and local fingerprint background checks submitted to DFCM Program Manager Mike Butler prior to a Notice to Proceed. Access denial criteria include felony convictions within seven years, misdemeanor A convictions within five years, misdemeanor B convictions within four years, and misdemeanor C infractions within three years. Contractors must furnish all labor, equipment, and cleaning supplies except for washroom and toilet supplies provided by DFCM, maintain chemical Safety Data Sheets, submit approved chemical lists, use commercial-grade equipment with noise levels not exceeding 67 decibels during operational hours of 6:00 a.m. to 6:00 p.m., and submit monthly invoices with employee timesheets to dfcmap@utah.gov. Contractors must also enforce employee conduct policies, maintain uniform standards, manage access cards and keys with replacement costs borne by the contractor, maintain equipment in proper repair, and ensure compliance with OSHA standards and Bloodborne Pathogens protocols.
