About this file

This is a Scope of Work document for Mountain Line's Fare Collection System request for proposal, detailing the requirements for a comprehensive electronic fare collection solution in Arizona. Mountain Line seeks a modern system that improves rider experience, minimizes vehicle dwell times, supports multiple fare media types, and operates reliably in both online and offline environments. The system must be cloud-native, based on open architecture principles, and capable of supporting closed-loop and open-loop fare payments. Key functional requirements include fast transaction processing (under one second), support for mobile ticketing, contactless smart cards, NFC-based mobile wallets including Apple Pay and Google Pay, and contactless credit and debit cards. The system must allow Mountain Line staff to configure fares and fare products without vendor intervention, support daily and monthly fare-capping, manage employee and institutional pass programs including Northern Arizona University's ecoPASS program via QR code integration, and integrate with the Transit app as the primary rider-facing application. The vendor shall provide implementation, configuration, testing, training, and go-live support services with a target go-live date of Summer 2026. Mountain Line's existing fleet consists of 30 buses and 8 vans, with 4 new buses arriving in September 2026, all equipped with CradlePoint routers for internet connectivity.

Vendors may propose either a purchased system with ongoing maintenance and support or a leased or subscription-based model, with separate pricing required for each option. All purchased fare collection equipment must include a five-year warranty and comply with Build America, Buy America requirements. The system must be PCI-DSS compliant and EMV certified. Preferred options identified by Mountain Line include integrated mobile and electronic fare collection, loyalty and incentive programs, Apple Express Transit support, third-party sales channels, paratransit and ADA fare support, data and schedule integration using GTFS, and unified fare media across fixed-route, paratransit, and microtransit services. Mountain Line retains ownership of all data generated by the system and requires robust standard reporting capabilities and custom reporting functionality with secure, documented API access and exportable data in common formats.
