About this file
This document is a scoring criteria and evaluation methodology guide for Mountain Line's RFP 2026-170 for a Fare Collection System in Arizona. The solicitation seeks a comprehensive, modern electronic fare collection solution designed to improve rider experience, reduce vehicle dwell times, support multiple fare media types, and provide operational flexibility. The system must be secure, scalable, cloud-native, and based on open architecture principles to enable future enhancements and integrations. The solution is required to support both closed-loop and open-loop fare payments and operate reliably in online and offline environments.
The evaluation will be conducted across eight scored categories totaling 100 points: Functional Requirements (10 points), Reporting & Data Access (10 points), Architecture & Technical Requirements (10 points), Hardware Requirements (10 points), Migration & Implementation Services (10 points), Vendor Experience & Support (10 points), Preferred Options (20 points), and Pricing & Value (20 points). Responses will be rated using a six-point scale (0-5) where 0 indicates an unacceptable, non-compliant response; 1 indicates a poor response with significant deficiencies; 2 indicates a fair response meeting some requirements with moderate concerns; 3 indicates a satisfactory response meeting minimum requirements; 4 indicates a good response exceeding minimum requirements; and 5 indicates an excellent response fully addressing all aspects with exceptional detail and added value. No pricing information, contract term, due dates, or incumbent vendor information is included in this evaluation criteria document.
