About this file
This is a Proposer Questionnaire Form for RFP #13-02-27 issued by the City of Temple, Texas, for temporary employment services. The City seeks qualified staffing firms to provide as-needed temporary employment services across administrative, professional, and labor-related positions to support multiple City departments' operational and project-based needs. The solicitation is structured by section, with the City's preference to award a single primary contractor for each section, though secondary awards to additional firms are reserved as backup options to ensure adequate coverage if the primary contractor cannot meet staffing demands timely.
The questionnaire form requires proposers to address eleven substantive areas evaluating experience, qualifications, staffing approach, recruitment strategies, screening and compliance procedures, and contract management capabilities. Specifically, proposers must demonstrate prior public-sector staffing experience with references, detail successful position placements and performance metrics, identify key personnel and certifications, explain recruitment sourcing methods and guaranteed response times for urgent requests, describe screening processes including background checks and drug testing, outline confidentiality and IT security procedures, specify account management structure and communication protocols, and clarify temp-to-hire processes and associated fees. The document also incorporates extensive federal compliance requirements applicable to contracts exceeding specified thresholds, including Davis-Bacon Act compliance for construction contracts over $2,000, prevailing wage standards, Clean Air and Water Pollution Control Act compliance for contracts exceeding $150,000, debarment verification through the System for Award Management, and anti-lobbying certifications for awards exceeding $100,000.
