About this file
This is a Proposer Information Form for RFP #13-02-27 issued by the City of Temple, Texas, for Temporary Employment Services. The City seeks qualified firms to provide on-call temporary staffing across administrative, professional, and labor-related positions to support multiple departments' operational and project-based needs. The solicitation is structured by service sections, with the City's preference to award a single primary contractor per section, though secondary awards to additional firms are reserved as an option to ensure adequate coverage if the primary contractor cannot meet staffing demands timely. The primary awarded contractor will receive first opportunity to fulfill all requests within its awarded section(s).
The form requires proposers to provide company information, contact details, tax identification numbers, and confirmation of receipt of all addenda through the City's e-procurement portal. Proposers must authorize credit checks to verify financial responsibility, identify authorized personnel for contract representation, confirm ability to execute the attached Services Agreement and comply with insurance requirements, state any exceptions to RFP terms, and obtain authorized signature from company representatives. The solicitation incorporates multiple federal compliance requirements applicable based on contract value thresholds, including Equal Employment Opportunity, Davis-Bacon Act provisions for construction contracts exceeding $2,000, Contract Work Hours and Safety Standards Act for contracts over $100,000, Clean Air Act and Water Pollution Control Act compliance for contracts exceeding $150,000, and Byrd Anti-Lobbying Amendment certification for awards over $100,000.
