About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 47QSWC25Q0195 for BMW Motorcycles, issued by the GSA Federal Acquisition Service. The solicitation is for five BMW R 1250 RT-P motorcycles customized to law enforcement specifications, with key clarifications provided in the Q&A document. Notable details include acceptance of wireless communication systems, confirmation that Michelin Road Pilot 5 tires are acceptable instead of run-flat tires, and verification that new Motorola APX 8500 radios will be used. The government will install helmet kits, and contractors do not need to resubmit Taxpayer Identification Numbers if already registered in SAM.gov.

The RFQ requires motorcycle delivery within 60 business days after receipt of order, with submission of quotes via email to Contracting Specialists Gary Carson and April McNellie. The quote submission deadline was extended to September 5, 2025, at 5:00 PM EST. Contractors must provide renderings of decals for government approval prior to placement, and the Buy American Act applies to the acquisition, with no issues raised regarding parts sourced from Germany. Vendors are expected to comply with the Technical Compliance Matrix detailed in Attachment 1 and submit a complete quote package with supplemental documentation.

AMENDMENT 03
RFQ QUESTIONS AND ANSWERS
Question No.Offeror QuestionGovernment Response
1Page 3-4 Section C, 1.6 Setcom equipment installation. The language was not clear if the client wanted the contractor to do installation of the helmet kits or not.The government will install the kits into the helmets.
2Page 3-4 Section C, 1.6 It discusses a wired Setcom helmet system. Is wireless acceptable?Wireless is acceptable. The issue was wired allowed use of the PA system with the wired helmet kit. This will also require the purchase of the necessary microphone for the handheld.
3Page 7, Section 8.2 8.2 mentions run flat tires. BMW no longer offers run flats. BMW and all Police agencies now uses Michelin Road pilot 5 tires with stiffer sidewalls. Is that acceptable?Pilot 5s are acceptable.
4Page 9, Section 12.1 States contractors must provide wired communication systems. Is wireless acceptable?Wireless is acceptable. Wil require different helmet comms kit.
5Page 30, FAR 552.211-77 Packing List (Feb 1996). If the contractor would be delivering in person, does the contractor need to provide a packing list?A list of unattached accessories for accountability would suffice.
6The Buy American Act applies to this acquisition, but some parts are from Germany. Is that an issue? No that is not an issue.
7Page 49, at bottom, Taxpayer Identification Number (TIN). Does the contractor have to give it if the contractor already provided it to SAM?No, if the contractor has already provided the Taxpayer Identification Number during their SAM.gov registration they do not need to submit it with their quote.
8Page 8-9, Will the client have camera ready high resolution art for the decals on the day the contract is awarded so the awardee can get started on creating it?

Yes; however, per section 11.1, the vendor shall provide renderings to the government for approval prior to placement.

9Page 9, Section 12.1 mentions a Motorola APX 8500. Can you provide the age of the Motorola APX 8500 that is being used so the contractor can guarantee the Setcom equipment interfaces correctly. The Motorola APX 8500 radios are brand new, received this year (2025) from the manufacturer.,
10Is a delivery date of 90 to 120 days acceptable rather than 60?Page 10, section 15.1 states the motorcycle builds shall be completed and ready for government personnel inspection no later than 60-business days after receipt of order (ARO) or the Contractor’s best delivery terms.
