SF 30 Continuation RFP 47QSCC23R5005 Amendment 02

SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES:

The purpose of Amendment 02 to RFP 47QSCC23R5005 is to provide answers to questions received in accordance with RFP Section O (Questions Regarding this RFP) and to update Attachment 1 (Statement of Work) to clarify the RFP requirements. The RFP is modified as follows:

1. The questions submitted by contractors in a timely manner and in accordance with RFP

Section O are included here. As specified in RFP Section O, all information given to a prospective vendor will be furnished to other prospective vendors as part of an Amendment.

See all contractor questions and GSA answers below:

Question #1: Does GSA plan on utilizing the Government-wide Commercial Purchase Card (GCPC) for payment of services under this requirement?

GSA Answer: No. GSA does not intend on using the GCPC (credit card) for payment. GSA intends to use a wire transfer, or bank-to-bank transfer of funds for payment of services.

GSA will work with the eventual awardee to gather the required banking information to complete this transaction after completion of the project and acceptance of the Government.

Question #2: In regard to a wire transfer, does GSA pay by yen or dollar? If GSA pays by dollar, which rate will be used to convert from yen to dollar (Current rate, DFAS budget rate, or the quoted dollar price from a vendor)?

GSA Answer: GSA will pay the U.S. Dollar (USD) amount shown on the fully executed GSA Form 300 to the awardee once the work is completed and accepted by the Government to the awardee's bank account using the current USD to Yen conversion rate as of the day of the actual funds transfer.

Question #3: Would you provide escorts to the demolition company personnel to enter the base? Or would you issue the escort rights to us?

GSA Answer: Yes, GSA will provide the escorts to the demolition company personnel to enter the base.

Question #4: As the use of fire is prohibited for the demolition work, we plan to use a reciprocating saw and dismantle the building by hand. Would you give us permission to use your power supply?

GSA Answer: Yes, use of power is permitted.

Question #5: Would you remove lighting, electrical outlets, electrical wiring, etc. within the demolition area? The scope of the estimate will not include the cost of removing electrical appliances, etc.

GSA Answer: No. The demolition company personnel are responsible for the removal of lighting, electrical outlets, etc. within the demolition area. RFP Section “H” specifies the required services include the total dismantle and removal of the mezzanine, which includes all lighting, outlets, etc. associated with it. Also, in accordance with SOW (Attachment 1) paragraph 3.4, vendors are required to “ensure any electrical wiring and cabling is left fully operational and rerouted as required.” Therefore, vendors shall ensure their quote includes scope associated with the removal of electrical appliances and the cost associated with those required services are included in the price quote. The SOW will be updated in Amendment 02 to clarify this requirement.

Question #6: Most of the materials to be demolished and disposed of will be scrap iron. Is the processing of an industrial waste management slip (a manifest slip) required/necessary? If it is not required, we can purchase and deliver them for disposal as scraps.

GSA Answer: A manifest slip isn’t necessary.

Question #7: Should the anchor bolts be cut off and the floor be repaired with mortar after the rack shelf posts are removed?

GSA Answer: Yes. In accordance with the SOW (Attachment 1) paragraph 3.5, vendors are required to “repair any damage caused by the removal and disposal of the mezzanine. All repairs associated with this project will be the responsibility of the contractor. Ensure any possible damage to concrete floor is repaired and smoothed e.g. once racking bolts are removed from concrete, a concrete patch will be applied to any cracks greater than 2 inches.”

Question #8: Are there any U.S. military base manuals, regulations, or procedures to follow when demolition scraps are delivered out of the base?

GSA Answer: There are no manuals, regulations, or procedures governing how demolition scraps are delivered out of the base. However, adherence to all Japanese traffic regulations regarding the proper loading of cargo should be adhered to; such as the use of bright safety flags attached to any material protruding from the rear of a vehicle, proper loading within containerized or enclosed vehicle beds to ensure product does not fall off or fly from a moving vehicle, proper strapping/tie down if a flatbed vehicle is utilized.

Question #9: We need to confirm if our bank, etc. can process your payment method. Would you provide us any changes/additional information in your payment method in writing?

GSA Answer: GSA intends to work with the vendor to gather the necessary banking information in order to transfer funds utilizing a wire transfer or bank-to-bank transfer of funds as a form of payment. Vendors must be registered in SAM.gov in order for this to happen and as a requirement of the RFP. GSA will pay the U.S. Dollar (USD) amount shown on the fully executed GSA Form 300 to the awardee once the work is completed and accepted by the Government to the awardee's bank account using the current USD to Yen conversion rate as of the day of the actual funds transfer. GSA does have the ability to pay for the services rendered using the Government-wide Commercial Purchase Card (GCPC), however, this method will only be used if all other efforts to utilize a wire transfer/bank-to-bank transfer are unsuccessful or not feasible.

Question #10: During the site visit, we were advised that the payment might be made by a government credit card. As we have found the credit card payment would not be accepted by our bank, we would like to ask you to make the payment by Electronic Funds Transfer (EFT).

Would you please advise if it is possible?

funds as a form of payment.

Question #11: Also under the RFP Section I, it states “An original copy of the invoice must be submitted for acceptance to VCSS.” Since we have never used the VCSS, will you send us an instruction on how to use it beforehand?

GSA Answer: GSA will provide VCSS Registration instructions to the awardee upon execution of the GSA Form 300. GSA will also work with the awardee to ensure a smooth process and will assist the vendor in submitting its invoice if help is required.

Question #12: As on page 3 of Amendment 01 RFP it says, “Payment for goods and/or services shall be paid via Electronic Funds Transfer (EFT)”, but we have heard it will be via cashcard on site visit we participated on Jun 12 and Ms. Suzuki informed us the payment method of this project may be bank transfer with USD on Jun 14. Could you please tell us confirmation of the payment method?

2. Updated Attachment 1 (Statement of Work) to clarify the RFP requirements. Based on the RFP Question #5 above, GSA has decided to ensure the requirements were clear regarding electrical components and appliances. Within Attachment 1 (Statement of Work), paragraph

3.4 has been updated to clarify the requirement for contractors to remove any lighting, electrical outlets, electrical appliances, etc. associated with the two-story mezzanine. This requirement is the responsibility of the contractor. This requirement has not changed, however, GSA wanted to make sure this was more clear in the Statement of Work. See “Amendment 02 Attachment 1 – Statement of Work” for the updated RFP requirements.

3. The updated RFP and Attachment 1 (SOW) shall be incorporated as the final version in lieu of the respective original RFP and Attachment 1, effectively replacing the original documents. The conformed copy of the RFP and Attachment 1 are attached in its entirety and all changes resulting from this Amendment are highlighted in yellow.

All other terms and conditions of this RFP remain unchanged.
