About this file

This is a Vendor Response Document template for Solicitation #47QMCA26R0030, a GSA Fleet Lease Vehicle Auction & Marshalling Services request for proposal in Guam. The document is designed for contractors to provide detailed information required to establish a Blanket Purchase Agreement (BPA) with the General Services Administration's Fleet Program Office. The BPA will have a 12-month base period effective June 1, 2026 through May 31, 2027, with three optional 12-month renewal periods extending through May 31, 2030.

Contractors must complete sections addressing company information, authorized contacts for BPA administration and performance of work, remittance payment details, negotiator information, and places of performance. The template requires vendors to specify their capacity in services including marshalling support, sales preparation, digital/remote auction support, and in-lane auction support services, along with sales and marshalling capacity figures. Additionally, vendors must confirm their System for Award Management (SAM) registration status and certify compliance with specific facility requirements, including secure parking areas, sufficient space for vehicle delivery and unloading, paved surfaces, restrooms, ADA compliance, storage for government property, and internet connectivity. The document also requires documentation of a mechanical repair shop, body repair shop, and reconditioning shop capabilities. Finally, contractors must acknowledge compliance with vehicular and general public liability insurance requirements of at least $500,000 bodily injury per person and occurrence, and $50,000 property damage per accident with $300,000 aggregate, along with applicable workers' compensation insurance.
