About this file

This is a Questions and Answers document for GSA solicitation 47QMCA26R0030 regarding vehicle marshalling and sales services in Guam.

The document addresses facility requirements, government-furnished property storage, vehicle operations, and sales platform procedures. Vendors must provide shared administrative workspace for GSA personnel with IT connectivity as detailed in the Statement of Work and Access-Control_CIO-IT-Security attachment. Storage for government-issued items (license plates, fleet service cards, and telematics devices) is estimated at up to 300 items, with vendors determining appropriate security measures. The solicitation estimates approximately 1,130 vehicles marshalled annually, with peak weekly volumes reaching about 30 vehicles. January through March experience slightly higher activity, though vehicle deliveries occur consistently year-round with unpredictable cadence. The fleet comprises predominantly light-duty vehicles (trucks, SUVs, sedans) with minimal medium-duty, heavy-duty, and electric/hybrid vehicles. Customers bring old vehicles to the vendor location and pick up replacements there; vendors are responsible for vehicle pickup at the port. Vendors with AutoIMS access use that platform for condition reports integrated with GSAFleet.gov through API; vendors without AutoIMS must perform Sales Preparation or In-Lane Vehicle Sales Support. Vendors cannot use independent auction platforms linked to GSAFleet.gov. Optional services should be left blank on the pricing spreadsheet if not offered. There is no incumbent contractor, and vehicle volume may increase depending on GSA client expansion in Guam.

47QMCA26R0030 Q&A

Q1. Is a dedicated private office required for GSA personnel, or is shared administrative workspace acceptable?

A1. A shared administrative workspace is acceptable.

Q2. Are there specific requirements for power outlets, network access, or IT connectivity?

A2. Please review sections 3.0 Special Instructions, 4.0 Performance Requirement Summary,

5.0 Government Furnished Property (GFP), and Table 1: Facility Requirements in the Statement of Work and the Access-Control_CIO-IT-Security attchment.

Q3. Is secure file storage required (e.g., locking cabinets), or must a separate secured room be provided?

A3. The vendor may determine how government furnished property is secured.

Q4. For Government-issued items including license plates, fleet service cards, and telematics devices, please clarify:

● The estimated average quantity of each item stored on-site at any given time

● Whether locked cabinet storage or a controlled-access secure room

● Any square footage or physical security standards that must be met

A4. The estimated quantity is up to 300 items once orders are placed directly for the marshaller.

Plates and fleet cards are shipped once vehicles are ordered. Geotab orders are not automatically shipped. However, we order these in bulk in advance to ensure vendors have them on hand for installation.

For security and site requirements, please review sections 3.0 Special Instructions, 4.0 Performance Requirement Summary, 5.0 Government Furnished Property (GFP), and Table 1:

Facility Requirements in the Statement of Work.

Q5. While the solicitation estimates approximately 1,130 vehicles marshalled annually, could you please provide guidance on the anticipated peak on-site vehicle inventory volume at any given time in Guam? This information will assist in confirming adequate lot capacity and surge readiness.

A5. Interested vendors will provide their capacity as part of the proposal. GSA will determine if the capacity is enough to meet the agency's needs.

Q6. If publicly available, we respectfully request the following information for market research purposes:

● The name of the incumbent contractor

● Historical pricing structure or awarded rates

A6. There is no incumbent contractor.

Q7. Will the estimated 1,130 vehicles over four years increase due to the expansion of GSA clients on Guam?

A7. The volume could increase depending on whether the new clients lease their vehicles in Guam.

Q8. What is the expected monthly cadence for vehicle deliveries and turn-ins? Will the volume be steady or seasonal?

A8. The cadence is hard to predict. January, February, and March tend to be slightly busier months, with the largest influx in a single week being about 30 vehicles, but there are no months where no vehicles are received.

Q9. How should optional services be addressed in the proposal?

A9. If a vendor is not offering an optional service, it should be left blank on the Pricing Spreadsheet.

Q10. What is the vehicle type mix?

A10. The fleet mainly consists of light-duty vehicles, such as trucks, SUVs, and sedans, with very minimal numbers of medium-duty and heavy-duty vehicles and electric/hybrid vehicles.

Q11. What is the variance between door-to-door service versus clients bringing vehicles to the vendor's location?

A11. The general process is for customers to bring their old vehicle to the vendor’s location and then pick up their new vehicle from that same location.

Q12. Can you please describe the process for performing digital sales online using the GSA Fleet.gov sales platform?

A12. Currently, GSA Fleet auction vendors use AutoIMS, an inventory management tool specific to the automobile remarketing industry, to provide condition reports (as detailed in sections 2.2.7 and Appendix C). GSAFleet.gov then uses an API to ingest vehicle condition information, vehicle specifications, and vehicle photos from AutoIMS.

Vendors using AutoIMS do not need to take any additional action to run an online sale on GSAFleet.gov; creating the condition report in AutoIMS provides all the necessary information for GSAFleet.gov to conduct the sale.

Vendors who do not have access to AutoIMS will be required to perform "Sales Preparation" (as described in section 2.2) and provide information to a coordinating

Administrative Vehicle Sales Services vendor, or conduct In-Lane Vehicle Sales Support (as described in section 2.4). This process will be in place until GSAFleet.gov can ingest the vendor's electronic condition reports directly to perform online sales hosted on the platform.

Q13. Can we use a vendor auction platform with a link to the GSAFleet.gov sales platform?

A13. No, vendors are not permitted to use their own traditional online, timed internet auction platforms with a link to the GSAFleet.gov sales platform.

Q14. Does GSA deliver the vehicles to the vendor’s location or is the vendor required to pick up the vehicles at the port?

A14. The vendor will be required to pick up the vehicles at the port.
