C.20 VEHICLE DOCUMENTATION
Europe Vehicle Documentation:
Abwicklungsschein – A form to provide tax-relief and prove to the German fiscal authorities that no tax was collected.
Zulassung Part I and II –
I.The registration certificate Part I consists of several pages on special paper and can be folded to DIN A7 format. In addition to technical vehicle data, it also contains, for example, the approved license plate number, the key number and the address of the vehicle owner.
During an inspection, the registration certificate Part I must be submitted, so it must always be carried. There are several security features applied, which can be checked at a police check.
When logging off, the document is validated and handed to the vehicle owner. The previously issued cancellation certificate is canceled.
II. Keep the registration certificate Part II in a safe place The registration certificate Part II is a one-page document in DIN A4 format and must be presented to the vehicle registration office for a holder change or license plate change. It is printed on counterfeit-proof special paper. The certificate is kept a little shorter than the previous motor vehicle letter and contains only the most important vehicle data. In addition, only two vehicle owners can be specified (previously there were six). Already in the third transcription, a new approval letter Part II must be issued.
Important: The registration certificate Part II should be stored in a safe place - under no circumstances in the vehicle!
Certificate of Conformity (COC) - A COC (Certificate of Conformity) is a declaration of conformity with the type approval of the European Commission (EC). The purpose of this document is to ensure the free movement of goods within the EU, specifically for those goods that are subject to homologation and registration.
A COC is only obtainable for:
• passenger vehicles (M1)
• light goods vehicles (N1)
• motorcycles (L)
A COC is a producer’s declaration that the vehicle complies with the given approved type. This document contains information about the vehicle and its producer’s identification, type approval number, technical specifications and other data. The content of a COC is defined by EU regulation (Amendment IX, Regulation 92/53).
EX-A Customs Export Document - With the customs document (EX-A), or the customs declaration of export, your firm can prove that goods have left the EU. Once all customs documents have to be requested digitally from the customs office, the customs office will evaluate the declaration and determine if the goods can be exported. In the event of an inspection, the goods need to be physically present at the location specified in your declaration.
If that is not the case, customs will fine your firm.
Once customs approves the export, the goods can be moved to the location from which they will be leaving the EU, like a port. At the final border within the EU, the customs document needs to be scanned. Once the goods have actually left the EU, your firm will automatically receive a Confirmation of Exit, which can prove to the tax authority that your firm’s use of the 0% VAT rate is justified.
If your firm exports goods outside the EU, the following is required:
• Invoice
• Authorisation
• In case of a vehicle: Copy of the registration certificate
Please note that the goods need to be present at the delivery address on the motor vehicle delivery order (MVDO).
T2L or T2LF Document –
I.T2L Definition: The T2L document is a customs document used in the European Union as a proof of the Inter-European community character of the export / import. The exporter, importer, and the country the shipment is loaded from and delivered to must belong to the EU member countries in order for this document to be issued. The T2L document is certified by the customs authorities of the country the products are loaded from and the importer needs to receive it in order to start the import procedure.
a. When an export is made between European Union member countries using road transport this document is not necessary unless the truck passes from a country that does not belong to the European Union. In such case the T2L customs document is presented at the customs authorities of the non EU member country in order to be excluded from any import duties.
b. When an export is made between European Union member countries through the sea or air it has to pass through the EU Free Zones. These are special zones set in EU territory and are used to temporarily store export shipments and to easily manage the fact that these shipments contain products that can be transferred free from any import duties for the buyer and zero VAT ratings or export refunds for the shipper. The free zones also enable faster custom formalities.
II. T2LF definition: A T2LF form is actually the same document as a T2L, with the distinction being the regions for which it is issued. It is used in special cases when transporting goods from the customs territory of the EU to a country/area that also belongs to the EU customs territory but does not belong to the EU tax territory. The countries for which the T2LF document is used are the following:
a. Spanish regions: Canary Islands: El Hierro, Fuerteventura, Gran Canary, La Gomera, Lanzarote, La Palma, Tenerife
b. British regions: Channel Islands: Alderney, Guernsey, Herm, Jersey, Sark Islands
c. Finish region: Åland Islands (autonomous region of Finland)
d. French regions: French Guiana (department of France on the northeast coast of South America), Guadeloupe (French overseas region, is an island group in the southern Caribbean Sea), Martinique (is a rugged Caribbean island that’s part of the Lesser Antilles and an overseas region of France), Mayotte (overseas department and region of France between Madagascar and the coast of Mozambique), Réunion(an overseas department and region of France and an island in the Indian Ocean), Saint Martin (is part of the Leeward Islands in the Caribbean Sea and half of it belongs is a French overseas region).
e. Greek region: Mount Athos (a mountain and peninsula in northeastern Greece which is governed as an autonomous polity within the Greek Republic).
