Solicitation 47QMCA23R0011 Amendment 002 – Continuation of Standard Form 30
1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP
Q1) Can a contractor be on MAS Schedule and Autochoice at the same time?
A1) Yes, a contractor can have multiple contracts at the same time.
Q2) Is the Anticipated Models List final?
A2) No; you can offer any vehicle models (even those not on the Anticipated Models List), as long as you submit prior to the due date (February 17, 2023). If you are providing many new line items, please submit your vehicle models as soon as possible, in order to allow ample time for the line items to be created. Due to expansion of scope to OCONUS, we are attempting to expand vehicle offerings beyond what has been offered in the past.
Q3) Who would be the best contact to discuss the pricing and proposal process?
A3) You can reach out to Michael Davidson (Michael.davidson@gsa.gov) and Brent Evans (Brent.evans@gsa.gov) in order to schedule a 1-on-1 meeting to discuss any questions.
Q4) Can vehicle delivery be limited to select regions?
A4) Yes, you can certainly include clarifications/collisions that specify the countries your vehicles are available for.
Q5) Can contractors have pricing that is above what is providing for other customers on MAS?
A5) Technically yes, there are no contractual restrictions for that as there are on MAS. Prices will still need to be determined fair and reasonable in order to be awarded.
Q6) If an order is placed via Autochoice, does it have to be fulfilled?
A6) Yes, the Government will need two weeks’ notice to shut items off. An order that is submitted is a binding order.
Q7) Are we as the contractor protected from fluctuation of currency exchange rates?
A7) There is no contractual EPA for currency exchange rates. As rates fluctuate, the contractor will have to absorb these increased costs for each individual order.
Q8) If exchange rates go up, what are our options?
A8) You will have two Open Season periods per year to propose new / increase pricing. All price increase requests shall be substantiated with supporting documentation.
mailto:Michael.davidson@gsa.gov mailto:Brent.evans@gsa.gov
Q9) Can contractors propose a caveat to the terms and conditions, “An EUC might be required”?
A9) Contractors can submit any exceptions to the terms and conditions during the proposal submission phase using the exceptions to terms and conditions attachment. GSA will review those exceptions and provide a response on whether the exception is acceptable or rejected.
Q10) AutoVendor/AutoStandards account requests are due February 17, 2023. Do I also need to provide a models list prior to then?
A10) Yes, please reference the Anticipated Models List (attached to the Sources Sought Notice on SAM.gov).
Prior to February 17, 2023, provide your model list referencing the according line items. You CAN and SHOULD offer models that do not match existing SINs. Due to the expansion of scope (from Europe to OCONUS), GSA would like to further expand their offered models.
Q11) If we provide a list of models and account request does that obligate us to respond to the RFP?
A11) No.
Q12) Where will vehicle acceptance take place?
A12) Vehicles will be inspected/accepted at destination. This program will be FOB Destination.
Q13) Who is GSA’s target market? How will GSA market this program to more customers?
A13) All Government agencies with AutoChoice ordering ability. This is a new contract that will be forward-facing. All Federal Agencies will have access to place orders (not just GSA Fleet, as it is on current contract).
Q14) When is a list of optional equipment (and specifications) due?
A14) When submitting your makes/models list, you can provide the optional equipment and specification at the same time, Friday February 17, 2023.
Q15) Do all options have to be TAA compliant?
A15) TAA compliance will be evaluated at the overall vehicle level (including optional equipment), rather than the individual component level.
Q16) Will there be a mechanism to add options after-the-fact, at the request of the customer(s)?
A16) Yes, via the Additional Requirements (AREQ) process and terms and conditions as outlined in the upcoming solicitation.
Q17) Is there an Industrial Funding Fee (IFF)?
A17) No, you do not have an Industrial Funding Fee (IFF) in addition to the contractual price.
Q18) How long has this OCONUS contract idea in the works?
A18) The Government has had various OCONUS contracts to include the Europe-specific contracts for about 10 years. This will be the first time GSA will be encompassing the OCONUS mission requirements into one contract.
Q19) Please explain the process for this contract and how it differs to the US version of AutoChoice. Are there predetermined SINs with minimum requirements populated by GSA? There are heavy duty SINs 524Z and 622Z listed on the excel sheet, but we can’t see them in AutoVendor. Is the intent for Contractors to propose what they want to add to the contract and GSA converts it into a SIN? If so, what information is needed (specification, etc.)?
A19) Same process as the US version, except vehicles delivered shall comply with all local safety and emission laws. The Anticipated Models list has all the makes/models the Government seeks, but the Government is looking for additional makes/models not identified. Those units are not in AutoVendor. Yes, please add make/models you wish to offer GSA and the regions the vehicles can operate.
Q20) Would European deliveries under the resulting contract be exempt from VAT?
A20) If the vehicles fall under special Status of Forces Agreement (SOFA) and US Diplomatic exemptions then yes, if not, all taxes and import/export fees are the responsibility of the contractor.
Q21) As the terms of delivery are FOB Destination, will the Contractor be able to individually quote shipping upon receipt of order (knowing it can go anywhere within a “region”)?
A21) GSA anticipates setting up option codes for specific destinations and request the contractor provide a firm-fixed price for FOB Destination delivery.
Q22) What types of models can be added – wreckers/carriers, tankers, dump bodies? Are there any restrictions?
A22) GSA is interested in all makes/models that are not currently on the Anticipated Models list. GSA Engineering shall decide on which makes/models will be added as SINs under the contract.
Q23) What is the expected sales volume for heavy duty vehicles?
A23) The estimated quantities are not known at this time but shall be available when the solicitation is posted in May/June 2023.
Q24) Any information GSA could provide for VAT exemption and the process, and who’s buy the vehicles and if they are all exempt or if only some. How is it front loaded or refunded on the back end?
Any process or clarification into this process?
A24) As applicable the Government shall be Tax Exempt as covered by the Status of Forces Agreement(s) (SOFA) and/or Diplomatic Agreement. There may be some customer orders that are not Tax Exempt. The contractor is responsible for the inclusion of all taxes and fees in their offered price regardless of tax exemption eligibility.
Q25) What are the stickers on the vehicles, English language or other?
A25) The standard language shall be English for the Monroney Label and all other Standard document requirements as outlined in section C.1 – Deliverables of the contract.
Q26) Will first article inspections occur?
A26) Yes
2) Extend the due date for AutoStandards Request Forms FROM: 3:00pm Eastern on February 17, 2023, TO: 3:00pm Eastern March 03, 2023; AND
3) Extend the due date for Makes/Models Submissions to GSA Engineering FROM: 3:00pm Eastern on February 17, 2023, TO: 3:00pm Eastern March 03, 2023.
