1. Project Summary: Purpose, Period of Performance and Site Access
1.1. Purpose
1.1.1. (Purpose/Background: Where, Why, When we are doing this work) Example: Clean the asphalt parking surfaces, seal cracks in asphalt surfaces, seal coat asphalt surfaces and restripe the existing lines, directions markers and curbs within the Eugene Federal Building property boundaries.

1.2. Period of Performance
1.2.1. The construction period of performance is ninety (90) calendar days from Award to Substantial Completion, which includes forty-five (45) days for administrative work, submittals, and security investigations.
1.2.2. The total Contract period of performance is one-hundred-twenty (120) calendar days, which includes the construction period of performance.
1.3. Work Hours and Site Access
1.3.1. The normal work hours of the insert building name are from 8:00 AM to 5:00 PM, Monday through Friday.
1.3.2. Alternative work hours may be accepted for this Contract if approved by the Contracting Officer, after acceptance by the COR and Property Manager, in advance.

2. Scope of Work
2.1. The Contractor is required to furnish all supervision, labor, and materials to execute the work described below and to coordinate all work with the Contracting Officer's Representative (COR) to ensure that Federal operations are minimally disrupted.

3. Performance Standards
3.1. The contractor is required to provide administrative and product submittals, such as schedules, work plans, and all proposed materials.
3.1.1. Each submittal is required to be listed on a letter of transmittal for the governments tracking and reviews. (See Attachment ((x)).
3.1.2. Material submittals are required to include, as a minimum, SDS sheets, Manufacturer’s literature and/or cut sheets and shop drawings.

4. U.S Government Property Use Restrictions
4.1. The property is owned by the U. S. Government. The Contractor may use utility services, subject to the approval of the GSA COR.
4.2. The Contractor and their employees are required to comply with all security access instructions by the GSA COR, Security Guards, Inspectors, etc.
Which will include a background check.
4.3. The Contractor is required to obtain all required waste receptacles for this work, and shall not be permitted to use existing, onsite receptacles intended for use by GSA tenants and occupants.

5. Safety and Accident Prevention
5.1. The Contractor is required to use appropriate physical means to direct flow of traffic and pedestrians around contract work areas, to include, but not limited to: Barricades, ropes, signs, lights, used in accordance with accepted safety practices and is required to be approved by the COR.
5.1.1. Provide a site safety plan, IAQ Plan

6. Site Security Requirements
6.1. Security and Site Access
6.1.1. The Contractor is required to ensure that all workers who need building access to work on a GSA contract, meet suitability and identification criteria defined by the Office of Mission Assurance (OMA). Refer to Vendor Security Training, attachment 2.
6.1.2. The Contractor is required to work with the GSA Requesting Official (RO), generally the COR, to determine who is required and authorized to work on site, the duration of their access and the kind of suitability determination that is required.
6.1.3. The Contractor's employees are restricted to the work site and shall not enter buildings, except as otherwise arranged for in advance through the
COR.
6.1.4. Containers and toolboxes shall be secured and locked when unattended and shall be clearly labeled to indicate the general contents, and a point of contact in case of emergency.
6.1.4.1. All boxes, crates, toolboxes, etc. are subject to random search, and shall not be left unattended in public areas, except by prior approval of the GSA COR.
6.1.5. The U. S. Government is not responsible for any loss or damage to materials, tools, or equipment left on the work site.

7.1. The Contractor is required to leave the premises in a thoroughly clean condition, acceptable to the GSA COR.

7.1.1. The Contractor is required to obtain waste receptacles for this work, and shall not be permitted to use the existing, onsite receptacles intended for use by GSA tenants and occupants.
7.2. The Contractor is required to coordinate the final inspection and acceptance of the project with the GSA COR.
7.2.1. The Contractor is required to schedule the final inspection with the COR, at a minimum, 3 business days in advance of the requested day to allow the COR to coordinate their schedule and/or plan their travel.
7.2.2. The request is required to include the contractors preliminary punch list and their schedule to complete the punch list items.
7.2.2.1. Writer Discretion - Include any project specific scheduling requirements. Example: Scheduling GSA’s Authorities Having Jurisdiction, such as Fire and Life Safety Engineers, will require advanced planning to schedule any reviews and acceptance.
7.3. The Contractor is required to provide O&M manuals for the installed work.
7.4. The contractor is required to submit a closeout Rocal and return any HSPD
12 credentials, not in continuous use by the JOCC staff.
