Amendment
II.C.4) Factor 4 - Past Performance: Would GSA allow CPARS in lieu of Past Performance Questionnaires?
Past Performance Questionnaires are required in accordance with the terms of the Solicitation; reference Factor 4 Submittal Requirement. The Government may review other sources of information for evaluating past performance to include, but not limited to the Contractor Performance Assessment Reporting System (CPARS).
AM01
II.C.4) Factor 4 - Past Performance: Would GSA allow previously completed Past Performance Questionnaires in lieu of obtaining new ones from clients?
PPQs will be evaluated based on the Standard for Evaluation in accordance with the terms of the Solicitation; reference Factor 4 Standard for evaluation. There is no statement limiting PPQs to "new" versus "previously completed" in the Submittal Requirement under Factor 4 of the Solicitation. Per the solicitation Offerors shall not incorporate by reference their proposal PPQs

1.Can the government please provide Attachments 2, 4, and 5 in word format?
2.The government has stated in section II. Proposal, II.B (bullet 5) and Section IIC.
Evaluation Factors, Factor 5 Price the government has requested that offeror’s provide pricing using Attachment 6 Price Schedule (Supplement to SF 1442). Then under Section VI. Method of Award, VI. A Overview the government has requestion the price schedule following the SF 1442 as Attachment 11: Price Schedule (Supplement to SF 1442). Can the government please clarify if the third page of the SF 1442 should be submitted under Factor 5 Price or in Factor 1 following the SF 1442? If page 3 of the SF 1442 should be submitted in Factor 1, what document should be submitted for Factor 5 Price as the Attachment 6 Price Schedule is a the Express Menu reference document, not a fillable price form?
3.For Volume II, Factor 4 – Would the government accept previously completed PPQs or CPARS in lieu of completing a new PPQ. Many POC for completed projects have either completed a final CPARS or a PPQ and it would save their time and effort to submit already completed documents.
4.For Volume II, Factor 3 – Past Experience, bullet c – the government has request a list of references as well as a list of terminated projects. Are offerors to provide a list of reference per each of the five project submitted in Factor 3, or is this meant to be a general list of reference for the offeror? Is the government requesting that offerors provide a list of any terminated projects over the last five years, or is this five specific projects submitted in Factor 3?
5.In Section I.D Pre-Proposal Conference, the government states “Solicitation request for information (RFI) provided before the pre-proposal conference will be presented with the answers Alaska JOCC Solicitation Questionnaire Form” this would be 12/7/22. However, under III. General Provisions, III.B Requests for Clarification or Interpretation the government states “…Prospective Offerors should make such requests not less than 15 calendar days prior to the date set for receipt of offers.” which would be 12/8/22. Can the government please clarify what day is the last day to ask questions?
1. Standard Forms and GSA Forms are fillable and not available in Microsoft Word format. Attachments 4 and 5 are made available in Microsoft Word format at amendment AM0001 (AM01).
2. Section II.B. (bullet 5) is updated from "Attachment 6 Price Schedule (Supplement to SF 1442) to read "Attachment 1: Rev.1 Price Schedule Workbook (Supplement to SF 1442). Section VI.A (bullet b) is updated from "Attachment 1: Price Schedule (Supplement to SF 1442)" to read" Attachment 1: Rev.1 Price Schedule Workbook (Supplement to SF 1442). Rev.1 Attachment 1: Price Schedule Workbook (Supplement to SF 1442) supersedes all previous versions.
3. Reference Question/Response Numbers 1 & 2 above.
4. Solicitation Factor 3 - Past Experience, (bullet c) states "... not less than five (5) examples of projects not less than 75% complete or physically completed within the last five (5) years and shall be similar in scope, magnitude, and complexity" - the submittal should include any terminated projects; "(if applicable)" is added for clarity.
5. All questions and requests for information received from the "Alaska JOCC Solicitation Form" will be answered by amendment to the solicitation. Section III.B states that Prospective Offerors should make such request not less than 15 calendar days prior to the date set for receipt of offers. The date for receipt of offers is amended from 12/22/2022 to read 1/12/2023 at amendment AM0001 (AM01).

For Volume II, Factor 3 – Past Experience, bullet c – the government has asked for a list of any terminated projects. Can the government further define the term “terminated”?
Would this only encompass projects that the offeror was removed from the project before completion, or does it also include projects that were canceled by the owner before completion or postponed due to funding or some other issue outside of the offeror’s control?
Terminated is defined as projects that have been partially or fully terminated by either convenience or terminated by default by the Owner prior to project completion; reference Factor 3 (bullet c) of the AK JOCC Solicitation for added text. Rev.1 AK JOCC Solicitation_final_221214 supersedes all previous versions. AM01
Can the contractor apply the RS Means City Cost Index to the pricing prior to applying the coefficient?
No, reference Section VI.E of the Solicitation Reference government response to question #18. Offeror should use the Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) provided at Amendment AM01.

AK JOCC Solicitation Question - Government Response
Amendment
II.C.3) Factor 3 - Past Experience states "the Offeror shall demonstrate not less than five
(5) examples of projects", however the Attachment 4 - Offeror's Past Experience form states "The standard for this factor is met when the offeror demonstrates that it has performed as the Prime Contractor on at least three (3) Relevant contracts/task orders".
Is the Offeror required to provide 3 or 5 projects for this factor?
The Offeror shall demonstrate not less than five (5) examples of projects. Of the (5) examples submitted, at least (3) of them must be as a prime contractor, (2) may be as a subcontractor. AM01
II.C.3) Factor 3 - Past Experience states "Magnitude is defined as the maintenance, repair, and alteration, construction projects between $50,000 to $150,000 in a single facility or a multi building complex.", however the Attachment 4 - Offeror's Past Experience form states "Similar Size- A contract or task order award above $2,000 prior to any modifications.". Please clarify the magnitude thresholds for Factor 3 Past Experience.
Attachment 4 (bullet 2) is revised (Red-lined) from $2,000 to read $50,000 for continuity.
Rev.1 Attachment 4 - Offeror's Past Experience supersedes all previous versions.
AM01
In Section II.C. Evaluation Factors, 2) Factor 2 - Project Execution, Submittal Requirements, paragraph 3 the government has requested "Include a discussion on logistics and management of projects for each Zone identified in the Proposal.."
However, not all offeror's will be proposing on all three zones as each Zone will be awarded it's own SATOC and requires it's own set of pricing. For this prompt, are offeror's expected to provide an approach for all three Zones or just the Zones they are providing pricing for?
Offerors are expected to provide an approach only for each Zone they are proposing pricing for.
AM01
In Section II.C. Evaluation Factors, 3) Factor 3 - Past Experience, Submittal Requirements, bullet B) ii. The goverment states "Magnitude is defined as the maintenance, repair, and alteration, construction projects between $50,000 to $150,000 in a single facility or a multi building complex." If offeror's submit projects that are greater than $150,000 will they still be evaluated, or will they be considered non-compliant if they do not fall within the cost range set for the magnitude?
The Government will evaluate in accordance to the standard as stated in the Solicitation;
for this factor it is met when the Offeror demonstrates that it has performed work on Relevant Contracts/Task Orders within the last five (5) years prior to issuance of the solicitation. The magnitude for relevancy is defined as projects between $50,000 to $150,000.
AM01
For Attachment 5 - Past Performance Questionnaire (PPQ), the current form appears to have to different types of PPQs included. Pages 1 - 3 is one type of evaluation form and paged 4 - 8 seems to be the more standard PPQ that is used for federal contracting. Can the government please clarify which form they would like us to use, or if reviewers are to complete the two different types of PPQs forms?
Attachment 5 is revised (Rev.1) to remove duplicative pages and reflects the standard PPQ for federal contracting. Rev.1 Attachment 5 - Past Performance Questionnaire supersedes all previous versions of Attachment 5. AM01

AK JOCC Solicitation Question - Government Response
Amendment
1. Atch 6, Express Menu: Is this the list of Express Menu RS Means unit-price-book items listed the extent of RS Means line items assigned to the Contract?
2. Atch 6, Express Menu: How are work tasks unique and differing from the RS Means ID list processed/handled/negotiated? I.e.: Bullet proof glazing and wall systems are not listed, but mentioned in the pre-proposal conference discussion as possible project work.
Another example: we have experience with door security system hardware and programming where the mfg requires their representative to fly up to Alaska from the lower-48 to program, integrate and certify the security system.
3. General: Should a task order be so off-base from historical cost of construction vs RS Means regarding cost of work, how does GSA manage this?
4. General: If Question 3's situation creates an impasse, is the Contractor allowed to decline the task order?
5. The SF 1442 includes three CLINs. Is the contractor to type "Refer to Attachment 1 Price Schedule - Supplement" on the SF 1442?
6. Wage Determination: The solicitation Wage Determination is dated 14 Oct 22. As wage determinations evolve throughout the contract, it's unlikely RS Means will match this pace. How does GSA track this?
7. Solicitation Factor 5, Price, Sub-Factor d), Coefficient Standards: Item i states General Conditions must be included in the Offeror's Coefficient. Please confirm the Government will provide utilities (water, power, heat) and that the contractor will not be required to establish temporary facilities for any of the GSA JOCC Task Orders.
8. Solicitation Factor 5, Price, Sub-Factor d), Coefficient Standards: Item iii states "Coefficient factors are inclusive of all project costs." Does this mean the RS Mean City Cost Indexes multiplier is assigned in addition to, or as part of, the Offeror's coefficient?
9. Solicitation Factor 5, Price, Sub-Factor d), Coefficient Standards: Item v states "Coefficients are inclusive of the following . . . " Sub-item a. states Locality Adjustment for Each City as indicated in the Price Schedule. For Zone 1, Nome, Kotezbue and LPOE/Tok are not included in RS Means City Cost Indexes. How do we assess these?
10. Solicitation Factor 5, Price, Sub-Factor f), Exclusions: Is travel an exclusion to the coefficient (similar to Lodging and Per Diem)?
11. Atch 1, Price Schedule Supplement: Give the volatility of the past 30 months in the economy and construction industry, are Offerors required to account for inflation in this proposal?
12. Solicitation Factor 5, Price, Sub-Factor f), Exclusions: Would the Government send task orders to provide emergency response repair actions to the Contractor under this contract? I.e.: Should a natural disaster or other event damage a facility, would the Government process a task order under this contract to provide "reasonably immediate" response, and would this fall under an exclusion of the solicitation?
1. The Express Menu is not all inclusive. Reference Attachment 8 - Alaska JOCC IDIQ SOW 01112022 section II.A Basis of Pricing, (bullet 1, para 2) "For line items that are required and not itemized in the Express Menu, the contractor will utilize FCC RS Means to establish price reasonableness."
2. See response to question 1. of this Question/Response number 12.
3. Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) includes the ability to develop the coefficient for each Zone based on location.
4. The intent of the AK JOCC SATOC IDIQ is to have 100% participation. The Government reserves the right to determine an alternate acquisition strategy for any projects that reach an impasse on the AK JOCC. Demonstration of continued impasse negotiations could result in contract termination.
5. - The SF 1442 must be completed with the Average Base Year Coefficient for each zone proposed. Offerors may use an "NA" on CLINs where pricing is not proposed.
6. Updated DOL Wage determinations are provided at each exercise of Option Years.
Each WD is applicable to each full period of performance.
7. Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) is available in Microsoft Excel format and provides worksheets for Coefficient Breakdown to include General Conditions Overhead and Profit.
Reference Attachment 10 Standardized AK JOCC TO SOW Template_221214 provided at Solicitation amendment AM0001. Attachment 11 provides at item 4.1 "The The Contractor may use utility services, subject to the approval of the GSA COR."
8. Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) is available in Microsoft Excel format and provides worksheets for Coefficient Breakdown to include Divisions 2-52 National Average Adjustment (locality adjustment of total O&P line item).
9. See above response to item 8. of this Question/Response number 12 that provides "locality adjustment".
10. Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) is available in Microsoft Excel format and provides worksheets for Coefficient Breakdown to include Transportation of materials, equipment, crew.
11. Offerors are encouraged to consider the market conditions in the development of their coefficient variable for the pricing proposal submitted in a competitive environment.
Ensure to use the pricing schedule update entitled "Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) provided at Amendment 0001 (AM01).
12. It is the Government's intent to exclude emergency acquisitions on this contract vehicle. However, if the need arises, GSA reserves the right to issue a solicitation under another type of acquistion means/method available while providing ample time/opportunity for contract holders to provide a response.

AK JOCC Solicitation Question - Government Response
Amendment
With the upcoming amendment clarifying several aspects of the technical proposal, as well as the new PPQ format; would GSA consider extending the proposal deadline to after the first of the year? Potentially 1/5 or 1/12?
Specifically, Contractor clients who fill out PPQ can be hard to track down this time of year with the holidays and paid leave etc.
With the upcoming Amendment expecting to issue early next week; a proposed 12/29 revised submittal date doesn't allow adequate time for contractors due to holiday schedules. Thank you for the consideration
GSA is extending the proposal due date from December 22, 2022 to January 12, 2023 at amendment AM0001 (AM01).

END QUESTION/RESPONSES AT AMENDMENT 0001 (AM01), 0002 (AM02), and 0005 (AM05)
Attachment 1: Rev 1. Price Schedule Workbook (Supplement to SF 1442) was provided in excel format. Would the government like the it to be submitted in excel format or in PDF format with the rest of Volume IV – Price Proposal?
Attachment 1: Rev 1. Price Schedule Workbook (Supplement to SF 1442) must be submitted both in excel (.xls) and PDF format. AM03
For Volume II, Factor 3 – Past Experience, bullet c – the government has requests a list of reference. “Include actual and scheduled start, completion and duration dates and a list of references. References should include company name, point of contact, and phone number.” Are offerors to provide a list of references per each of the five projects submitted in Factor 3, or is this meant to be a general list of reference for the offeror? If it is a general list of references for the offeror, how many references should they include?
Reference Factor 3 - Past Experience SUBMITTAL REQUIREMENT: Offeror must use the Past Experience Form (Attachment 4) provided in this solicitation for each project submitted in Factor 3. AM03
For Volume II – Technical Proposal, Part 1 the government has stated the page limit for Factors 1 and 2 combined is 15 pages. The amount of content requested for both Factor 1 and 2 is extensive, creating issues in fully answering the content requested while meeting the page limitation. Would the government please expand the page limit by 10 pages (25 pages total) to allow for enough room to address the content thoroughly?
Solicitation section II.B Proposal Format, (bullet 4) is amended from 15 pages to read 20 pages only. The Government will only review the number of allowed pages as stated in the solicitation. AM03
END QUESTION/RESPONSES AT AMENDMENT 0003 (AM03)
Per section 5(d) of the solicitation, the coefficient is intended to include all cots associated with the Division 1 line items in the RS Means Facilities Construction Cost Data resources to be used in pricing task orders on this contract. Is this correct? Would the government consider allowing access to these Division 1 line items as the coefficient can get substantially larger for projects that are remote or off the road system? Some Division 1 costs for remote or off the road system projects projects are; overtime, travel, lodging, per diem, barge and/or air freight, testing, commissioning, temporary utilities, temporary facilities.
The government foresees very little work to be offered off the road system. Travel costs for personnel, lodging, and per diem rates are set ceiling amounts using DoD standards in Alaska. Labor and overtime rates are directed using Davis-Bacon wage rates. The government will not allow adjustment to proposed coefficient; however, excessive material transportation costs to logistically-challenged work sites (e.g. Tok, SE Alaska island communities and LPOEs, etc.) can be negotiated at cost on individual task orders.
Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) is available in Microsoft Excel format and provides worksheets for Coefficient Breakdown to include General Conditions Overhead and Profit.
AM04
Per section 5-d-V(a) of the solicitation, the coefficient shall include the locality adjustments for each city as indicated in the price schedule. Does (locality adjustments) pertain to the city cost index? For zone-1 the only city listed is Fairbanks. For zone-2, the only city listed is Anchorage. For zone-1, the increase above 1.00 is 13.90 points. For Fairbanks, the increase above 1.00 is 13.80 points. For areas off the road system in zone-1, the city cost indexes if RS Means provided them, would be much higher than Fairbanks. Would the government reconsider allowing the City Cost Index to be applied after the total of all O&P line items and before the coefficient is applied?
The government foresees very little work to be offered off the road system. Offerors should use the RS Means city cost index for the nearest community and the Rev.1 Attachment 1_Price Schedule Workbook (Supplement to the SF 1442) for the base price proposal.
Any work required off the road system or greater than 50 miles of the nearest metropolitan area may be proposed and negotiated to capture unknown variables of the remote sites. The government will not allow adjustment to proposed coefficient;
however, excessive material transportation costs to logistically-challenged work sites (e.
g. Tok, SE Alaska island communities and LPOEs, etc.) can be negotiated at cost on individual task orders.
