The solicitation will result in two IDIQ contracts for small businesses with physical offices in the geographic region. Construction firms licensed for general construction in Washington and/or Oregon that can self-perform at least 30% of work are eligible to compete. The contracts have a base value of $30 million each with an option to increase to $40 million. Task order value will range from $25,000 to $2.79 million with an average of $75,000 to $250,000. Twenty task orders are estimated per IDIQ.

The performance period is five years from award. Proposals are due January 4, 2018 with award by February 2018. Evaluation will use a Best Value Highest Technically Rated with Fair and Reasonable Price process. Work under task orders may include construction, design-bid-build, bridging design-build, and design-build approaches for GSA and other federal tenants.
