About this file
This solicitation notice seeks proposals for a Multiple Award Task Order Contract (MATOC) Indefinite Delivery Indefinite Quantity (IDIQ) to provide construction services for the General Services Administration (GSA) Public Buildings Service (PBS) Northwest/Arctic Region (Region 10). The solicitation will result in two IDIQ contracts to serve Western Washington and Oregon, each with an award pool of approximately six contractors.
Construction firms licensed in Washington and/or Oregon with a physical office in the region and able to self-perform 30% of general construction work are invited to compete. The acquisition process will include a pre-proposal conference in December 2017, with proposals due January 4, 2018 and awards issued in February 2018. Each IDIQ has a base value of $30 million with an option to increase to $40 million over five years. Task orders will range from $25,000 to $2.79 million each and not exceed $5 million, addressing projects via construction, design-bid-build, bridging design-build, and design-build delivery methods. This represents an opportunity for regional small businesses to provide construction services to GSA and other federal tenants.

Solicitation: 47PL0018R0001 Project: Western and Southern MATOC IDIQ for Construction Document: Solicitation Questions and Responses Date Posted: February 1, 2018
The questions below were received by the Contracting Officer between the dates of December 15, 2017 and January 26, 2018. Responses to all questions asked, in accordance with the instructions of the solicitation, during that time frame are provided to assist with proposal preparation. This document will not be incorporated into any eventual contract.
Q1. Question: Please clarify if a copy of the joint venture document can be submitted in lieu of a document with wet signatures. Typically the original joint venture document is kept on file and it would not be in keeping with standard operation procedure to submit the original document with the proposal. Reference: Section H, Paragraph 3 - Joint Ventures A1. Response: The Solicitation, Section I, H, paragraph 3 states that a “copy” of the joint venture agreement is to be provided. There is no requirement for wet signatures.
Q2. Question: Please clarify what type of financial documentation is required for submission from each of the individual joint venture members. It is not clear what is required.
A2. Response: Refer to Solicitation, Section II, E, paragraph 1.2(g) and Exhibit 8, Volume I, IDIQ requirements for the evidentiary requirements.
Q3. Question: Please clarify if each joint venture is comprised of two member companies whether the companies shall submit a combined minimum of 5 and maximum of 8 or a combined minimum of 10 and maximum of 16.
A3. Response: Refer to Solicitation, Section I, G, paragraph 4 ‘CTA Evaluation of Project Experience and Past Performance’.
Q4. Question: This does not require a joint venture offeror to provide project experience packages from both member companies of the joint venture. Please confirm that this is correct.
A4. Response: Refer to Solicitation, Section I, G, paragraph 4 ‘CTA Evaluation of Project Experience and Past Performance’.
Q5. Question: Please confirm that the email address offers should be emailed to is jessica.campbell@gsa.gov. Reference: Section I, Paragraph 2 - Receipt of Offers A5. Response: Confirmed
Q6. Question: Should the proposal size exceed 25mb, can the offeror use secure file transfer services such as Citrix Sharefile to transmit the proposal documents. Given the amount of information requested for each Project Experience Package, it is highly likely that scanned documents will be used, which will likely increase the size of the emailed file.
A6. Response: No, the maximum allowed file size is 25MB.
Q7. Question: Please clarify if CPAR evaluations may be submitted in lieu of PPQs. Reference: Section E, Paragraph 8 – PPQ Template - Past Performance A7. Response: The PPQ template is the only format eligible to receive points for this factor.
Q8. Question: For a Joint Venture proposal, is it acceptable to provide the construction license for one of the joint venture members? Reference: Section E, Paragraph 1.2, e A8. Response: Refer to Solicitation, Section II, E, paragraph 1.2(e) and Section I, G, paragraph 2 ‘Technical threshold (IDIQ Requirements) – CTA Offerors.
Q9. Question: Please clarify if the criteria for applicability of project experience that allows for projects “that physically started construction and achieved CCD between the years 2014 to the close date of the solicitation,” means any point in the year 2014? Reference: Section E, Paragraph 2.2 A9. Response: Confirming that the year 2014 means anytime within the calendar year.
Q10. Question: Do the projects featured for each Project Delivery Method need to have formally been contracted as the PDM that they are listed under or just meet the criteria outlined in the Scope of Work? In other words, what the GSA is calling a Bridging Design-Build may have been called by another agency a Design-Build contract, if it meets the criteria established by the SOW is it still acceptable to use?
A10. Response: Offerors are encouraged to review the definition of the Bridging Design-Build as defined in the Scope of Work.
Q11. Question: Please clarify if the intent of this section is for all of the criteria, and associated documentation, described in the table provided under this paragraph are addressed for each project used as experience in response to this requirement.
A11. Response: Note: the Government assumes that this question is referring to the Volume II Project Experience. Confirmed.
Q12. Question: Is there any page limit for Proposal Volume II – Project Experience?
A12. Response: No
Q13. Question: Exhibit 8, Tab 4.0 Volume II - Design and Construction Project Experience, Line Item 8 - Cost Estimating, shows that the maximum number of points possible for this Line Item is 0. Based on this information, is it reasonable to assume that we do NOT need to submit anything in response to Line Item 8?
A13. Response: Per Amendment A02, offerors are instructed to remove and replace document ‘8.0_47PL0018R0001_Vendor_Proposal_Workbook’ with ‘A02_8.0_47PL0018R0001_Vendor_Proposal_Workbook’.
Q14. Question: Exhibit 8, Tab 4.0 Volume II - Design and Construction Project Experience includes two identical Line Items (Line Items 10 and 11). Can you please delete one of these Line Items and re-issue a revised Tab 4.0?
A14. Response: Per Amendment A02, offerors are instructed to remove and replace document ‘8.0_47PL0018R0001_Vendor_Proposal_Workbook’ with ‘A02_8.0_47PL0018R0001_Vendor_Proposal_Workbook’.
Q15. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 3 requires us to provide experience with an owner-manager of commercial facilities. The majority of our work has been performed for the government and would be classified as "federal or government" facilities. Can you please confirm that federal or government facilities would qualify for this Line Item and would be eligible for the MAXIMUM number of points?
A15. Response: Two part question, part one response: specific client information is unknown to GSA. Part two response: refer to the Solicitation, Section II, E, paragraph 4 “Points are awarded for the total amount. If the Government is unable to verify the claimed points for a particular element, then that element is evaluated as zero points.”
Q16. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 4 requires us to provide, "sample documentation representative of high quality basis of design documentation and resultant design deliverables. Include related engineering and as-builts". Please confirm that since you are only asking for a "sample", we only need to provide a response to this Line Item one time, rather than per project.
A16. Response: Refer to the Solicitation, Section II, E, paragraph 2.1 ‘Evaluation Factor’ (begins page 12) “Each project submitted must the address the elements included in this factor”
Q17. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 4 requires us to provide, "sample documentation representative of high quality basis of design documentation and resultant design deliverables. Include related engineering and as-builts". Can you please clarify what "sample documentation" you would like us to provide?
A17. Response: “Basis of design” documentation, related engineering and as-builts.
Q18. Question: Exhibit 8, Tab 4.0 Volume II - Design and Construction Project Experience, Line Item 4 shows there is a maximum of 40 points possible for both C and DBB projects. Design Management is not something typically provided when performing C and DBB type projects and would not be applicable. Can the government please confirm that we do NOT need to respond to Line Item 4 for C and DBB type projects?
A18. Response: Offerors should only respond to the elements that they are able to demonstrate verifiable experience with.
Q19. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 5 requires us to address our Pre-Performance experience. It seems that "safety" would be performed during the construction phase, rather than the pre-performance phase. Can you please delete the safety requirement from this Line Item?
A19. Response: No
Q20. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Items 6 and 7 seem to be asking for a lot of duplicate information. Is it possible to combine these two line items into one requirement?
A20. Response: Per Amendment A02, offerors are instructed to remove and replace document ‘8.0_47PL0018R0001_Vendor_Proposal_Workbook’ with ‘A02_8.0_47PL0018R0001_Vendor_Proposal_Workbook’.
Q21. Question: Exhibit 8, Tab 4.0 Volume II - Design and Construction Project Experience, Line Items 6 and 7 seem to be asking for a lot of duplicate information; however, are rated differently. Can you please clarify how these two Line Items are different and explain why/how they are evaluated differently?
A21. Response: Per Amendment A02, offerors are instructed to remove and replace document ‘8.0_47PL0018R0001_Vendor_Proposal_Workbook’ with ‘A02_8.0_47PL0018R0001_Vendor_Proposal_Workbook’.
Q22. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 7 requires us to demonstrate shared float management. Can you please explain what this means?
A22. Response: Offerors should only respond to the elements that they are able to demonstrate verifiable experience with.
Q23. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 8 requires us to, "submit samples of estimates and proposals which meet the GSA minimum CSI level per the SOW. Provide schedule of values to match submitted cost estimate". Please confirm that since you are only asking for a sample of estimates and proposals, that this information only needs to be provided one time.
A23. Response: Refer to the Solicitation, Section II, E, paragraph 2.1 ‘Evaluation Factor’ (begins page 12) “Each project submitted must the address the elements included in this factor”
Q24. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Items 9, 10 and 11 seem to be asking for a lot of duplicate information. Is it possible to combine these three line items into one requirement?
A24. Response: Per Amendment A02, offerors are instructed to remove and replace document ‘8.0_47PL0018R0001_Vendor_Proposal_Workbook’ with ‘A02_8.0_47PL0018R0001_Vendor_Proposal_Workbook’.
Q25. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 13 requires us to, "provide a list of key subcontractors; length of partnership with those subcontractors; what role each subcontractor has had in the past; and what role a subcontractor is expected to fill under this contract." Please confirm that we do NOT need to respond to this requirement if we are not proposing any key subcontractors.
A25. Response: Offerors should only respond to the elements that they are able to demonstrate verifiable experience with.
Q26. Question: Exhibit 8, Tab 4.0 Volume II - Design and Construction Project Experience, Line Item 14 requires us to, "provide a list of key subcontractors; length of partnership with those subcontractors; what role each subcontractor has had in the past; and what role a subcontractor is expected to fill under this contract." Can you please explain how we will be evaluated at this time if we are not proposing key subcontractors?
A26. Response: If an element within the project experience factor does not apply to or cannot be demonstrated in a proposal than that element receives zero (0) points.
Q27. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 13 requires us to, "provide a list of key subcontractors; length of partnership with those subcontractors; what role each subcontractor has had in the past; and what role a subcontractor is expected to fill under this contract." It is unlikely that we would be able to provide the role each subcontractor has had in the past. Can you please clarify what you would like us to provide in response to that part of the requirement?
A27. Response: Offerors should only respond to the elements that they are able to demonstrate experience with.
Q28. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 14 requires us to, "Discuss current practices for soliciting subcontractors for all project delivery methods". Our subcontractor-selection process is for C and DBB projects will be the same, as will our selection process for B-DB and DB projects. Is it acceptable to provide this answer one time per PDM, rather than provide it for all 16 projects?
A28. Response: Refer to the Solicitation, Section II, E, paragraph 2.1 ‘Evaluation Factor’ (begins page 12) “Each project submitted must the address the elements included in this factor”
Q29. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 17 requires us to, "Provide samples of design submittals, product submittals, management practices, waste management, and formal reports generated". Since you are only asking for "samples", please confirm that we only need to provide this information one time and NOT per project.
A29. Response: Refer to the Solicitation, Section II, E, paragraph 2.1 ‘Evaluation Factor’ (begins page 12) “Each project submitted must the address the elements included in this factor”
Q30. Question: Exhibit 8, Tab 7. PDM Template-Project Exp, Line Item 17 requires us to provide project controls (actual documents). Can you please clarify which "actual" documents you would like us to provide?
A30. Response: Offerors should only respond to the elements that they are able to demonstrate verifiable experience with.
Q31. Question: Volume II – Design and Construction Project Experience: Is this volume intended to be a narrative overview of our company’s overall project management process or are we to provide specific project examples that address each of the project experience focus areas (Items 1-21)?
A31. Response: Refer to the Solicitation, Section II, E, 2.3 ‘Submittal Requirements’. “Offerors are required to provide supporting documentation that will demonstrate the assessed score. The information must be verifiable by the Government.”
Q32. Question: Volume III – Construction Past Performance: Is this volume intended to be comprised of only the Past Performance Questionnaires or are we to provide specific project examples that address Items a through m?
A32. Response: The submitted PPQ’s must demonstrate the elements identified in this factor.
Q33. Question: Volume II appears to be asking for different project information than Volume III. For example, Volume III indicates that “evidence of projects which required systems integration to an existing building” be provided, however, this element is not included in the focus areas in Volume II.
A33. Response: Concur with assessment that the evaluation factors are different from each other.
Q34. Question: Can you please clarify where in the proposal the project examples are supposed to be included and whether Project Focus Items 1-21 and Items a-m should be addressed in both volumes or only in one or the other volume?
A34. Response: Each evaluation Factor should be addressed in a proposal based on its own merit.
Q35. Question: On the Volume I- IDIQ Requirements cover sheet under Item 3 Insurance it asks for evidence of minimum insurance requirements. What are the minimum insurance requirements?
A35. Response: Refer to The Agreement, section III, K ‘Insurance Requirements’
Q36. Question: On the Volume I- IDIQ Requirements cover sheet under Item 4 Bonding Capacity it references a minimum bonding level. What is the minimum bonding level?
A36. Response: Per Amendment A02, offerors are instructed to remove and replace document ‘8.0_47PL0018R0001_Vendor_Proposal_Workbook’ with ‘A02_8.0_47PL0018R0001_Vendor_Proposal_Workbook’.
Q37. Question: On the Volume II- Design and Construction Experience cover sheet it mentions “Bridging Design-Build”. Can we get a definition of what that means?
A37. Response: Refer to Scope of Work, Section I, D, 3.
Q38. Question: On the Volume II- Design and Construction Experience cover sheet it states “Each submitted project experience form must be supported by actual project documentation”. Is there a specific Project Experience Form that we should be using?
A38. Response: Refer to Exhibit 8, Vendor Proposal Workbook, tab 7.
Q39. Question: On page 10, section (5). VOL III- Past Performance it references PPQ’s. We have been told in the past by numerous Contracting Officers with GSA that GSA will not allow Contracting Officers to fill out PPQ’s and that anyone requesting one should reference the project’s official Performance Evaluation. Will there be an exception with projects used for this MATOC?
A39. Response: The guidance provided is incorrect, there is no such guidance within GSA, no additional exception is required.
Q40. Question: On the Volume IV- Price Proposal form we were hoping to get clarity on the difference between a Construction Manager and Construction Project Manager as well as the difference between a Construction Site Superintendent and a Commercial Construction Superintendent.
A40. Response: Refer to the Solicitation, Price Factor.
Q41. Question: Tab 7 of the Vendor Proposal Worksheet states: “Each submitted project experience form must be supported by actual project documentation: Supporting information to substantiate experience, i.e. copies of contract awards, documents which support information furnished in the project experience template such as actual project schedule (start of project and CCD), actual submittal log, actual VE (value engineering) proposal (as applicable).” Does this mean that we provide Tab 7 (the PDM Template) as a cover sheet and simply attach the project documentation page to follow? Or is a narrative required to address each of the Project Experience Focus Areas? If so, what is the desired format for this information?
A41. Response: First question response – question provides a reasonable approach to organizing the information. Second question response – No. Third question response – See first question and response.
Q42. Question: Proposal Volumes I through III, (1). Volume I – IDIQ Requirements, g. Evidence of sufficient financial capacity – In the pre-proposal conference it was mentioned that financial capability should be supported by banking and supplier references. This was not included as information required under E. Proposal Volumes I through III, (1). Volume I – IDIQ Requirements, g. Evidence of sufficient financial capacity, which states “documented by evidence of current assets, current liabilities, long term liabilities, net assets, and net income.” Please clarify if financial references will be required in addition to this information.
A42. Response: Refer to the Solicitation and Exhibit 8, Volume I, IDIQ Requirements.
Q43. Question: Proposal Volumes I through III, (2.2). Standard of Evaluation. Can you please define some of the items that you might be expecting for “Project Controls” documentation.
A43. Response: Offerors should only respond to the elements that they are able to demonstrate verifiable experience with.
Q44. Question: H. Contractor Team Arrangements (CTA). Please clarify if SBA approved joint ventures are required to submit proof of geographical office locations and business licenses for both members of the joint venture. The preferred solution is that at least one member of the joint venture be able to provide the business license and proof of geographic office location.
A44. Response: See response above regarding CTA and the acceptability threshold for the IDIQ (as it relates to CTA offerors).
Q45. Question: Proposal Volumes I through III, (1.2). Standard of Evaluation, f. Physical location of construction office. We respectfully request that the GSA consider expanding the geographic area in which this criteria could be met. As it stands, despite being an incumbent contractor that has held several iterations of the SSC MATOC, we would not be able to provide a proposal due to our office being located 25 miles north of the SSC area border in North Vancouver.
A45. Response: GSA has considered the request and at this time has determined that the current geographic division will remain.
Q46. Question: If you apply for two areas and are not acceptable in one, does that exclude you from getting either of the areas?
A46. Response: No.
Q47. Question: Is it required to fill in all wage rates for Project Management etc. on the price schedule. If you do not does that reduce your evaluation score?
A47. Response: Refer to the Scope of Work for the minimum anticipated labor categories. A small business may not use or have all labor categories, but it must have the minimum as identified in the Scope of Work.
Q48. Question: Vendor Proposal Workbook – 3. VOL I – IDIQ REQUIREMENTS, 7. Past Performance Information Records (PPIRS). Please clarify the definition of “single or cumulative scores less than 3”. The majority of our PPIRS ratings do not include a numerical rating. Does this mean a Marginal rating or below?
A48. Response: The PPQ template will be used to assess points.
Q49. Question: Vendor Proposal Workbook – 3. VOL I – IDIQ REQUIREMENTS, 9. Physical Office Located within Geographic Area. Please clarify what constitutes “verifiable using publicly available website”. Is it acceptable to have an office featured on a company website? Does the proposal need to note a url?
A49. Response: The Government will use all publicly available data sources available to verify a physical office as provided in each proposal.
Q50. Question: Volume I IDIQ Requirements Item #6 Excluded Parties Listing System: Is the.re a specific document you require to be provided to meet your criteria?
A50. Response: The screen shot from the system is acceptable.
Q51. Question: Volume I IDIQ Requirements Item #7 Past Performance Information Records (PPIRS). Is there a specific document you require to be provided to meet your criteria?
A51. Response: See above.
Q52. Question: Volume I IDIQ Requirements Item #8 Evidence of Financial Capacity. Will a copy of our balance sheet suffice as evidence of financial Capacity?
A52. Response: Refer to the Solicitation and Exhibit 8, Volume I, IDIQ Requirements.
Q53. Question: Volume I IDIQ Requirement Item #14 Contractor Teaming Arrangement. If we have no Contractor Teaming Arrangement can we provide simple document indicating (Not Applicable) A53. Response: Yes
